Description

The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and futureworkforces. Our goal is to create and make continuous improvements to an education and workforce system thatprepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers theyneed to compete and create jobs in the Commonwealth.

The cabinet is seeking to fill a Purchasing Agent I position located within the Office of AdministrativeServices, Division of Fiscal Management, Procurement Branch.
Responsibilities include, but are not limited to, the following:

  • Establishes and monitors purchases for commodities and non-professional service in accordance withKRS45A.100 using the statewide accounting and procurement system (eMars). This includes but not limited toDelivery Orders, Purchase Orders and Strategic Procurement Requests.
  • Interpret rules, regulations, policies, and procedures for the staff as they relate to the division'swork; works closely with the requestor to define specifications to ensure that Education & Labor Cabinet (ELC)adheres to Finance Cabinet regulations, policies, and procedures.
  • Provides assistance and training to ELC agencies and vendors to ensure all necessary procurement policiesand procedures are followed along with all necessary documents obtained for requests, in accordance with KRS45A.100.
  • Creates requisitions (RQS) and request for quotes (RFQ), for complex non-professional services andcommodities that exceed the agency's small purchase authority. Interprets, implements, and enforces statepurchasing regulation. Evaluates vendor solicitation responses by reviewing, analyzing, and ranking againstother responses and makes the final award.

  • Previous eMARS experience is a plus.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Four years of purchasing experience.

Substitute EDUCATION for EXPERIENCE:NONE

Substitute EXPERIENCE for EDUCATION:Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required college on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Incumbents working in this job title perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
