By joining the Division of Forestry's Program Support Branch as a Purchasing Agent II in Franklin County, youwill have the opportunity to create complex personal service contracts for professional services; to serve asa lead in the evaluation of requests for proposal; and monitor division purchases for their procurement codeconformance. During your assigned duties, you will interact on a daily/weekly basis with members of divisionmanagement, division program staff, and both branch personnel and branch management.
Holders of the Purchasing Agent II position will complete tasks such as:
- Create, negotiate, and award complex personal service contracts (PSC)
- Evaluate proposals by reviewing, analyzing, and ranking vendor solicitation responses
- Create requisitions (RQS) for construction projects that exceed the agency's small purchase authority
- Monitor procurement activities to ensure compliance with all federal and state procurement laws
- Provide oversight for purchases of capital and maintenance pool projects, and ensure compliance with budgetary and purchasing rules and regulations
- Ability to work independently
- Effective communication, organization, and documentation skills
- Proficient knowledge and use of information technology
Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE:NONE
Substitute EXPERIENCE for EDUCATION:Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
