Requirements
Required Qualifications:
1. Must be at least 21 years of age.
2. Ability to communicate effectively with Guests, Team Members and Management in both written and verbal form.
3. Bachelor's degree in human resources or related field.
4. Minimum of five (5) years general Human Resources experience.
5. Minimum three (3) years supervisor or management experience, leading blended teams of non-exempt and exempt Team Members in Human Resources.
6. Collaborative leadership style invested in the interests of their direct reports and creating positive outcomes for the team.
7. Experience and demonstrated knowledge of leave administration and applicable laws and regulations as they pertain to Tribal organizations.
8. Knowledge of federal, state regulations and compliance requirements affecting Team Member benefits programs, including HIPAA, ERISA, COBRA, FMLA, Medicare and DOL.
9. Knowledge of best practices and industry standards for recruitment and benefits.
10. Strong proficiency in MS Office applications: Word, Excel, PowerPoint.
11. Ability to plan, organize, and complete work logically and independently.
12. Possess well developed interpersonal skills.
13. Ability to build productive business relationships.
14. Ability to maintain a high level of confidentiality.
15. Excellent oral and written communication skills, ability to relate well with all levels of organization, and strong listening and critical thinking skills.
16. Ability to handle sensitive, problematic, confidential situations with poise, tact, diplomacy and with the appropriate discretion.
17. Ability to meet deadlines and have strong time management and prioritization skills.

4. Experience in a paperless environment for all benefit and recruitment processes.

1. Ability to sit for prolonged periods of time while using a computer.
2. Ability to communicate on the phone and in person with internal and external guests.
3. Ability to lift a minimum of 15 pounds with or without assistance.
Work Conditions:
Work is typically in an office environment and tasks may be performed from a sitting or non-sitting position in a confined area. Work may be performed in an area which may be unusually hot, cold, noisy, and may contain second-hand smoke. Tasks performed from a sitting or non-sitting position. Performance of job duties will require standing, walking, lifting, reaching, pushing, pulling and grasping. These tasks include the maintenance and care of assigned area. Work may entail trained chemical usage. Constant contact with fellow Team Members and Guests.

Position Summary:
The HR Manager is responsible for overseeing all recruitment, benefit, and leave processes while ensuring compliance with all state and federal regulatory requirements.
The primary functions include recruitment, oversight of the candidate target strategies, and creative sourcing strategies. Proactively administering all aspects of the company benefits plan, managing the administration of all leaves of absence, and auditing all benefit and leave programs to ensure continual compliance. In addition, responsibilities include acting as a liaison between carriers, system administrators, and property benefits department. The HR Manager must also provide consistent service to all internal and external Guests, focusing on accuracy, efficiency, effectiveness, and guest service.
Essential Functions:
1. Responsible for redefining hospitality at Graton Resort Casino while living, supporting, and promoting our values.
2. Actively engage and develop the benefits and Recruitment teams.
BENEFITS:
1. Provide oversight and support that includes all training, process evaluation/audit, and oversight of daily activities.
2. In cooperation with ADP, administer all Team Member benefit programs -- group medical, dental, vision, life, AD D, long term disability, 401(k), COBRA, Flexible Spending Accounts, and voluntary benefits.
3. Ensure accurate and timely processing of all enrollments into benefit programs by newly eligible Team Members and processing all eligible life events.
4. Conduct a monthly audit of the 401(k) program to ensure blocked enrollments are caught and corrected, and data flow from HRIS is accurate.
5. Conduct a monthly audit of hardship withdrawals. Communicate program requirements and send reminders of the rules for hardships to Team Members with frequent withdrawals.
6. Provide benefit counseling. Resolve individual Team Member benefit/claim issues through liaison activities with carriers, benefits consultant and/or legal counsel, and education of Team Members.
7. Work directly with carriers and system administrators on such issues as eligibility, reconciliation, benefit/claim problems, appeals, publications, etc.
8. Process Court Orders for benefit coverage.
9. Process death and beneficiary claims with Unum for Life and AD D benefits.
10. Process death and beneficiary claims with ADP for 401(k).
11. Manage the Leave Administrators to ensure leaves are processed in accordance with applicable federal and state policies and procedures.
12. Manage the Leave Administrator to ensure leaves are processed in accordance with Graton's policies and procedures.
13. Ensure Leave Administration is consistent, and that proper documentation and communication is timely and accurate.
14. Counsel and coordinate with management team, and payroll on all leave processes.
15. Coordinate with the Communications Manager on the communication plan and processes associated with annual enrollment.
16. Plan, organize and coordinate with HRIS Manager and ADP to execute open enrollment annually.
17. Continuously evolve benefit and leave processes to become more streamlined and innovative.
RECRUITMENT:
1. Provide oversight and support that includes all training, process evaluation/audit, and oversight of daily activities.
2. Responsible for req management for opening, closing, and cancelling reqs.
3. Lead sourcing and recruiting initiatives and processes to leverage networking and Team Member referrals.
4. Ensure compliance with all state and federal employment regulations.
5. Responsible for supervising the work of the Recruiters and the Recruitment Coordinators.
6. Establish recruiting requirements by studying organization plans and objectives, meeting with hiring managers to discuss needs.
7. Work closely with hiring managers throughout the recruiting process to ensure hiring needs are met.
8. Improve organization attractiveness by recommending new policies and practices, emphasizing benefits and perks.
9. In cooperation with the CHRO, and Director of HR Operations assist in building strategies to support the expansion and growth of the organization.
10. Ensure roles and responsibilities and processes are scalable to an increase in demand for staffing.
11. Continuously evolve recruiting processes to become more streamlined and innovative.
12. Oversee the creation, modification, or review job descriptions.
13. Work with HRIS Manager when applicant tracking system has an update or change.
14. Train, coach and develop Recruiting Coordinators and Recruiters.
15. The HR Manager is responsible for the creation, maintenance updating and creating SOPs (standard operating procedures) for recruitment and benefits practices and processes.
16. Represent company within the community and at professional organizations or associations, serve on committees as required.
17. Other duties as assigned.
