GENERAL DESCRIPTION

Performs advanced (senior-level) managerial work providing strategic planning related to the external stakeholders of the Texas Juvenile Justice Department, which includes the Office of the Governor, members of the State Legislature, other state agencies, juvenile probation chiefs and offices, advocacy and policy groups, and others with significant interests in the Texas juvenile justice system.

Work involves serving as a liaison between a state agency and those stakeholders. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

May be required to work in excess of 40 hours per workweek, be on-call, and travel occasionally.

ESSENTIAL DUTIES

Directs agency activities related to the legislative session; and attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons.

Plans and oversees functions designed to gain meaningful stakeholder input from a broad range of people and groups to help shape agency direction and policy.

Appropriately shares updates and relevant information with stakeholders regarding the agency and ongoing efforts and changes.

Prepares reports on newly enacted laws and pending state and federal legislation.

Represents the agency before legislative committees and provides testimony.

Oversees agency interaction and testimony before legislative committees.

Oversees and may review and approve responses to legislative inquires, and reviews and edits legislative correspondence.

Coordinates communication with legislative support and executive agencies.

Develops proper protocol and procedures for communicating with stakeholders.

Develops, conducts, and evaluates legislative training.

Oversees the monitoring of standing and interim committee schedules and agendas, and communicates relevant information to agency management.

May assign and/or supervise the work of others.

Monitors outcomes for racial, ethnic and gender disparities and takes action to address identified disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures:

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.


Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Qualifications:

MINIMUM QUALIFICATIONS

Full-time wage-earning experience working with several types of the relevant stakeholders as a member of a government agency.

Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred.

PREFERRED QUALIFICATIONS

Advanced degree preferred.

Experience working in a legislative session environment.

Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

  • Understand the direction of the agency, the interests and ideas of the relevant stakeholders, and the ability to seek and synthesize meaningful input.
  • Demonstrate an understanding of legislative proposals affecting the agency and to identify legislative needs of the agency to facilitate communication with the legislature.

  • Work under pressure and meet close deadlines.
  • Communicate effectively.
  • Assign and/or supervise the work of others.
