The Manager, Parking and Transportation provides oversight and leadership for University-wide parking operations and transportation services. Further, the incumbent enhances customer service, technology, and processes leading to a more efficient management of University parking and transportation in support of institutional goals and objectives. CORE JOB FUNCTIONS Handles transportation requests to meet customer needs. Manages Front Desk staff – including Customer Representatives, Temporary help, and Student staff Ensures compliance with applicable laws and regulations. Oversee the compilation of all department metrics and statistics regarding customer service and mobility. Investigates and resolves issues related to parking garage and parking lot upgrades and maintenance. Operates as the primary contact with external vendors to resolve issues related to parking equipment. Recommends and achieves a balance of parking space designation on campus. Responds to and resolves all escalated customer service issues related to enforcement, transportation, and special events. Make recommendations to senior management on what types of vehicles to lease or purchase for institutional use. Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures. Ensures employees are trained on controls within the function and on University policy and procedures. CORE QUALIFICATIONS Education: Bachelor’s Degree in relevant field required Certification and Licensing: CAPP or CPP Certification preferred Experience: Minimum 5 years of relevant experience Knowledge, Skills and Attitudes: Knowledge of business and management principles. Ability to direct, manage, implement, and evaluate department operations. Ability to establish department goals and objectives that support the strategic plan. Ability to effectively plan, delegate and/or supervise the work of others. Ability to lead, motivate, develop, and train others. Department Specific Functions The Manager plans, develops, promotes, and implements projects and programs for the University of Miami, Coral Gables Campus. Manger also works with Rosenstiel and Medical campus to plan and develop university wide parking and mobility practices. The manager also serves as the department’s internal quality control consultant on all services provided, as well as the primary marketing and outreach liaison. The position works closely with the Campus Planning Department, outside consultants, and university constituent groups. In working with departments and groups, the manager ensures the university’s transportation demand and outreach programs integrate with the overall University mission and meet the needs of the University community. Plans, develops, markets, innovates, and implements projects, programs, and policies in order to improve alternative transportation programs, operational efficiencies, and customer experience enhancements with the specific goal of reducing the number of vehicles on campus in partnership with the Office of Sustainability, Rosenstiel and Medical Campuses. Establishes, tracks, and reviews the annual operating budget for all transportation related functions and analyzes reports. Manage quality assurance and audit controls for front desk Manages and maintains a variety of contracts supporting parking and transportation including but not limited to shuttle services, mobility services, and event services monitoring the budget, operational metrics and service levels. Manages the multi-modal transportation services programs including but not limited to U-Bike, rideshare contracts, Zipcar, Freebee, and public transit programs. Manages the monthly inspections and scheduling of on-campus shuttles for both the Coral Gables and Rosenstiel School campuses. Works with local, regional, state and federal agencies to identify transportation gaps, identify additional resources and implement inter-local agreements in support of equal resource distribution. Provide direct customer service contact to faculty, staff, students, visitors, vendors, and contractors. Respond timely to all correspondence and provide a customer-centric focus to client needs. Financial management, forecast and monthly reporting of Mobility budget, provide strategic recommendations for efficiency, and pro-actively search for new revenue opportunities. Fully engaged and integrated with all campus Liaisons, Parking and Transportation Advisory Board, Student Government, Facilities Operations & Planning units, Student Affairs, Faculty Senate, HR, UMPD, Miami Parking Authority, City of Coral Gables Parking Department, City of South Miami Parking Department, as well as other state, university, and community agencies, to develop and implement recommendations related to parking and events management procedures. Develops the design, monitors the production and distribution of marketing materials directed at students and employees. Works with University administration to reduce parking demand through multiple initiatives. Works with University Communications team and other University partners to update all Coral Gables and Rosenstiel campus maps annually. Works with campus partners to maximize transportation services resulting in traffic reduction Provides assessment and analysis of all P&T services, including, but not limited to, pricing, enforcement, service counter operations and third-party service providers through customer surveys, focus groups, and mystery shopper programs; Acts as internal quality control for all services provided. Works with Facilities managers to ensure shuttle stops and all other shuttle related infrastructure are properly maintained to university standards, including signage, bus benches, and shelters. Partners with Office of Sustainability to align transportation initiatives that support the university’s sustainability goal including the preparation of the STARZ program. Monitors changes to bike racks and maintains an updated campus bike rack map in collaboration with the campus planning department. Manages the university’s rideshare contract and measures operational metrics. Works closely with the campus planning department on the collection and analysis of data on campus growth, parking demand and traffic and develops and updates long term campus projections that support university funding and program decisions, as well as university policy In conjunction with the Assoc. Director, designs and develops project plans to implement new policies, programs, initiatives, and operating processes of strategic significance to the unit. Works with other university constituents on campus safety concerns, including pedestrian/bicyclist safety, lighting, safe ride service Plans and coordinates promotional events and activities with University partners and outside transportation agencies to provide information on mobility programs, pedestrian safety and disseminate materials Collaborate efforts with the parking system personnel and third-party vendors to integrate new mobility programs with the parking system in order to improve Mobility Program management Works one-on-one with customers to provide consultation on the most suitable transportation option available based on individual needs. Position is considered Essential Tier 1 employee.
