The Nuclear Mission Branch (RVBN) seeks to hire a senior-level DR-03/04 Program Manager in Albuquerque, NM (Kirtland AFB, NM). The incumbent will serve as the Deputy Branch Portfolio Manager/Lead, to oversee cost, schedule, and performance of nuclear science and technology development.

Position duties include, but are not limited to:

  • Serve as deputy to the Portfolio Lead as subject-matter expert on the management of costs, schedule, and performance, supporting establishment of enduring nuclear science and technology across a very diverse mission set.
  • Work with Portfolio Lead in the development of programmatic presentations to senior managers and customers.
  • Work to develop and present branch portfolio status at program management reviews (PMRs), execution plan reviews (EPRs), and financial management reviews (FMRs).
  • Work with the Portfolio Lead to manage, assess, verify, validate, and provide strong programmatic oversight to ensure program success while providing direct support to strategic technologies development.
  • Work to ensure that the organization's strategic plan, mission, vision and values are integrated into the team's strategies, goals, objectives, and work plans.
  • Articulate and communicate actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Coach junior project managers in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist with identifying possible solutions.
  • Maintain program management and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions available to team members.
  • Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the leadership team as needed.
  • Represent the project management team for the purpose of obtaining resources and securing needed information or decisions from the leadership team on major work problems and issues that arise.
  • Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Lead the project management team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures).

Required Qualifications

  • US Citizenship
  • Ability to obtain and maintain a DoD TS/SCI clearance
  • Demonstrated experience managing large, complex programs
  • Experience with military acquisition and contracting processes
  • At least one year of specialized experience at the DR-02/GS-13 or equivalent grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Desired Qualifications

  • Bachelor’s degree in a related field (business, finance, project management)
  • Master of Business Administration (MBA) or Master of Project Management (MSPM)
  • 15 years experience in a program management role, performing daily cost/schedule/execution tasks
  • 5 years of leadership or personnel management of complex, potentially geographically separate teams
  • Ability to coach and mentor early-career personnel to better support nuclear enterprises
  • Strong, effective communication skills, critical thinking skills and engineering problem-solving skills
  • Demonstrated ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities
