The Air Force Research Nuclear Mission Branch (AFRL/RVBN) seeks a highly motivated and experienced mid-career professional to provide programmatic direction in conjunction with inputs and research objectives as outlined by respective program technical leads in support of nuclear S&T research. Primary focus will be in monitoring portfolio budgets, schedules, and developing FY based management plans that align with AFRL, OSD, and other corresponding organizational requirements.

Position duties include, but are not limited to:

  • Develop budget forecasting models for portfolio based on technical direction and FY budgeting constraints.
  • Serve as the focal point between Contracting and technical leads to provide acquisition guidance to technical leads based on program technical directional needs.
  • Interface with Contracting to ensure required acquisition products are developed in a timely fashion to meet programmatic needs
  • Develop and maintain programmatic expenditure and obligation schedules based on real time technical performance
  • Communicate and represent programmatic and technical objectives for portfolio to AFRL leadership as requested
  • Enforce contractor performance within the bounds of the terms and conditions of a given contract

Required Qualifications

  • US Citizenship
  • Applicants must have at least one year of specialized experience.
  • Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled.
  • To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-6 or equivalent to qualify for DO-1; GS-11 or equivalent to qualify for DO-02).
  • Proficiency with Microsoft Office products including but not limited to Word, Excel, and Project
  • Applicants must currently hold, or have the ability to obtain, a DOD TS/SCI clearance
  • Strong and effective communication skills, critical thinking skills, and problem-solving skills
  • Demonstrated ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities

Desired Qualifications

  • Bachelor’s degree in a Business, Finance or Project Management related field from an accredited university
  • Master’s in a Business or Operations Management related field of study from an accredited university (Not limited to MBA)
  • Minimum of five (5) years experience developing programmatic budget forecasting models
  • Minimum two (2) years experience with DoD Acquisitions to include Pre and Post Award acquisition processes
  • Demonstrated knowledge of DoD Appropriated Funding Rules and Regulations
