Position Profile

The Human Resources Manager is responsible for directing and coordinating human resources activities, such as recruiting, training and development, compensation, benefits, payroll, performance management and employee relations. The HR Manager ensures that all human resources and related programs support the organization's goals, policies, and objectives within the appropriate state and federal regulations and generally accepted standards of sound human resource management practices.

Key Responsibilities:
  • Execute human resources strategies to enable business objectives and support future business growth.
  • Assess employee training and development needs based on business strategy to help close gaps between current and future skill set needs.
  • Develop thoughtful, integrated approaches to promote diversity and inclusion in talent attraction, development, and retention.
  • Develop, recommend, and implement personnel policies and procedures; prepare and maintain handbook on policies and procedures.
  • Direct and participate in the investigation and resolution of ongoing employee relations issues; anticipate problems wherever possible; develop, recommend, and initiate appropriate steps for resolution.
  • Serve as primary contact with benefits providers and brokers of group health and life, workers compensation, unemployment, and retirement plans.
  • Conduct recruitment effort for all exempt and non-exempt personnel and temporary employees; conduct new-employee orientations.
  • Facilitate annual employee-centered training schedule, working with vendors, drafting RFPs and recommending facilitators.
  • Periodically review compensation to ensure market competitiveness and internal equity; develop and/or rewrite job descriptions as necessary; collect annual salary surveys and analyze compensation; monitors performance evaluation program and revise, as necessary.
  • Ensures maintenance of accurate and confidential personnel files and records, documenting personnel transactions and employee personal data.
  • Maintains knowledge of current employment legislation and ensures company compliance. Maintains knowledge of business, industry, and local trends.[i]
  • Prepare EEO-1, AAP, and other mandated reports.


Requirements

  • Bachelor's degree in human resources and 5-7 years of professional experience across all areas of Human Resources including recruiting, benefits, compensation, payroll, performance management, employment law, training and development and employee relations.
  • SPHR certification strongly preferred
  • Knowledge of HRIS systems, particularly payroll, time and attendance, performance management and self-service. Paylocity experience a plus.
  • Proficient in Microsoft Office software applications.
  • Working knowledge of employment laws
  • Proven experience in managing multiple projects with strong prioritization skills
  • Demonstrated strong written and verbal communication skills
  • Demonstrated ability to influence and partner within a diverse organization to help drive business results
  • Demonstrated ability to handle confidential information and situations with discretion and care.
  • Demonstrated strong organizational and time management skills.
  • Demonstrated problem solving and decision-making skills

Location

Bloomsbury operates on a hybrid schedule. Candidates must be able to travel to our Lanham/Greenbelt or NYC office 2 days per week. Preference to candidates in the Lanham/Greenbelt area.
