Description

The purpose of this position is to perform professional work in the review of construction documents to determine compliance with current building codes and associated standards. Works under the direction of the Assistant CBO and requires thorough knowledge of Ohio Administrative and Revised Codes for construction or alterations and familiarity with other related codes and reference standards for reviewing architectural and engineering plans to determine compliance with Ohio State Basic Building codes. This position conducts technical reviews of residential and commercial building and construction documents, plans, and related information; analyzes information to determine compliance with current building codes and associated standards; assists with planning and zoning reviews; reviews technical reports for compliance.

Examples of Duties

In addition to consistent and reliable attendance, the following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Examines & reviews plans, specifications, drawings of buildings, structures & alterations or changes to be made in existing structures of commercial & residential construction; evaluates proposed building plans to ensure that proposed construction complies with building, electrical, plumbing, mechanical, fire, environmental, floor hazard, energy, handicap requirements & related codes.
  • Interacts with property owners, architects, and engineers to provide information and answers to related inquiries; conducts site visits and inspections to resolve code compliance issues.
  • Researches codes & ordinances; researches problems & complaints regarding commercial & residential buildings, building construction & code compliance; responds to complex & sensitive building issues regarding complaints involving commercial and residential buildings, building construction and code compliance.
  • Keeps current on code requirements & new developments in architectural & engineering fields through reading technical journals & coursework.
  • Explains, interprets and provides guidance on applicable Building Codes requirements for design professionals, architects, engineers, developers, property owners, contractors & other interested parties. Visits construction sites when necessary to resolve problems.
  • Represents department in hearings before the Board of Building Appeals; provides necessary details to explain justifications for disapproval actions.
  • Performs other duties as required.
Qualifications
  • Refer to the rules set by the Ohio Board of Building Standards. Must pass a background check and drug screening.
  • Bachelor's Degree in Architecture, Engineering, or closely related field; valid Ohio Driver's License.
  • State of Ohio Registration as an Architect or Engineer; Ohio State Board of Building Standards Certification as a Master Plans Examiner.
  • Or, equivalent of Minimum Class Qualifications for Employment that would allow a candidate to be certified as a Master Plans Examiner.

Knowledge of: Ohio Building Code; building construction materials, architectural engineering practices, electrical and HVAC equipment and systems; the foundation and intent of building codes and their relationship to the design and construction process; local codes; principles, practices, concepts, procedures and methods for public service, city operations and engineering functions; supervisory policies, disciplinary procedures, scheduling, department directives, procedures and regulations; techniques to involve citizens in development processes; specialized knowledge in areas such as design, zoning, engineering and construction management; green building requirements, techniques and practices for sustainable building and site development; principles of personnel management, including supervision, training and performance evaluations; the terminology, theory, principles and practices in the fields of engineering and building services to effectively manage personnel.

Ability to: read and understand construction documents; review construction documents and determine compliance or noncompliance with a variety of codes, standards and approved procedures; apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility; operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions; develop and standardize procedures and methods to improve the efficiency and effectiveness of services, projects, and activities; assess and monitor workload, operational processes and internal reporting relationships; receive, investigate, and respond to problems and complaints in a professional manner and take necessary corrective action; have regular and predictable attendance; perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs; apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives; exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria; perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals; perform functions that may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature extremes, unsafe structures, heights, confined spaces, electric currents, bright/dim lights, or rude or difficult customers

Skill in: composing correspondence, using proper grammar and punctuation; the use of job-related software, or other municipal computer applications, programs, or systems; patiently communicating with internal and external stakeholders, explaining highly complicated or technical systems to general audiences in order to educate or provide information to the public; public presentation skills, both orally and in writing.
