Summary

Department of Public Health - Seattle & King County's Health Science Division is seeking two (2) Business and Finance Officer I's (BFO I) to join its team! The BFO I is an integral part of the Health Sciences Division's administrative and finance team, supporting critical public health initiatives through fiscal management, grant compliance, and financial operations. This position is responsible for completing and submitting grant billings, processing fiscal adjustments, monitoring subrecipient compliance with federal grant requirements, and reconciling financial data. The BFO I will also collaborate with program staff to manage budgets, track expenditures, and ensure compliance with funding requirements. These roles are essential in maintaining the fiscal integrity of programs aimed at addressing public health priorities. Ideal candidates will be detail-oriented, highly organized, and are able to navigate complex financial systems to support local, state, and federal grants. Additionally, they will demonstrate a commitment to equity and social justice by applying these principles to financial stewardship and ensuring transparency and accountability in the use of public funds.

Background
The Health Sciences Division of Public Health is dedicated to improving the health and well-being of residents through innovative, evidence-based programs and services. The division oversees several high-impact public health initiatives. These programs rely on complex funding streams from federal, state, and local sources. The finance team ensures compliance, manages grant-related activities, and provides critical financial oversight to support programmatic success. The BFO I will be a key team member in advancing the division's mission by ensuring fiscal accountability and supporting equitable access to services that address public health disparities across King County.

Work Schedule

The typical work schedule for these positions is Monday through Friday, from 8:00 a.m. to 5:00 p.m. and may include some evenings and weekends. These jobs will require on site/in office work a minimum of two days per week and potentially more if the need arises. Which two days of the week are negotiable with program supervisor upon successful candidate selection.

Work Location

The primary location for these positions will be based at the Chinook Building located at 401 5th Ave, Suite 1110, Seattle, WA 98104

Teleworking:

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

Grant and Financial Management:
  • Complete and submit grant billings and prepare supporting documentation for federal, state, and private grants.
  • Monitor subrecipient compliance with federal grant requirements, including the review of invoices, contracts, and financial reports.
  • Create and process fiscal adjustments and journal entries in the county's financial systems.
  • Assist in preparing and reconciling budgets for grants and contracts.
  • Generate financial reports and perform cost analysis to support program operations.
Contracts and Subrecipient Oversight:
  • Track and monitor grant-related subrecipient agreements to ensure compliance with federal and county regulations.
  • Coordinate subrecipient audits and ensure proper documentation for federal and state compliance.
Administrative and Team Support:
  • Participate in fiscal and program team meetings, providing updates on financial performance and grant compliance.
  • Document fiscal policies and procedures for program staff to ensure alignment with funding guidelines.
  • Support the management of imprest funds, gift card tracking, and other incentive-related financial systems.
Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):
  • Knowledge of budgeting, grants management, and federal compliance standards, including experience with subrecipient monitoring and Uniform Guidance (2 CFR 200).
  • Proficiency with financial management systems.
  • Intermediate-level experience with Microsoft Excel (e.g., pivot tables, formulas).
  • Professional communication skills (both verbal and written) for working with diverse stakeholders, including program managers, external partners, and auditors.
  • Strong organizational and time management skills to handle multiple deadlines and priorities.
  • Ability to analyze fiscal data and generate reports for decision-making.
The most competitive applicants will have the following experiences and qualifications (Desired):

  • Advanced Microsoft Excel skills (e.g., XLOOKUP, IF functions, data analysis).
  • Familiarity with governmental accounting standards and financial systems, such as Oracle E-Business Suite.
  • Knowledge of contract management and audit preparation.
  • Experience participating in the development of Standard Operating Procedures (SOPs) to support continuance improvement.
