Job Description
Job Overview
Manage all financial and fiscal activity for the Water Resources and Solid Waste Departments including the operating budget, grant and cash management, operating and CIP budget preparation, and personnel liaison for HR/recruitment. Responsible for ensuring that the accounting for the Enterprise funds are done in accordance with state, federal and local guidelines and generally accepted accounting principles. Ensures budget utilization is consistent with sound fiscal practices.
Salary
$75,836 - $144,185
Ideal Candidate
Extensive Experience: 10+ years in financial activities (accounting, budget, financial reporting, etc.), contracts, grants, operational and capital improvement programs for government similar in size to Hillsborough County. Experience evaluating existing and proposed Capital Improvement Projects as related to compliance in achieving financial goals. Versed in government policies and procedures. A minimum of 5 years in a supervisory-level role is required.
Highly Complex Skills/Competencies: Work is broad in scope covering one or more complicated areas. Takes the lead in developing and managing the operating and capital budgets. Responsible for financial monitoring, management, reporting, and analysis of multiple divisions. Coordinates and communicates with internal and external auditors, departments, the Clerk's office, and independent rate consultants with considerable tack, discretion, and persuasion in gaining the cooperation of others. A high degree of analytic ability and inductive thinking is required to establish department-specific processes needed to supplement countywide processes and manage fiscal functions. Skilled at handling personnel issues, discipline, and performance management to improve the overall functioning of the group. Good oral and written communication skills (key). Ability to act independently and make decisions quickly. Assertive, but diplomatic. Good organizational and time management skills. Competent in computer software related to personnel, budget, time entry, HR, reporting, data management, etc.
Leadership/Management Approach: Foster loyalty, value, and leadership skills by practicing teamwork, group problem-solving, and recognition. Education: Graduation from an accredited four-year degree-granting college or university with a major in Public/Business Administration, Accounting, Finance, or a related field. Five years of experience directly related to the position. Licensed as a Certified Public Accountant and/or Governmental Finance Association Certification is desired.

Minimum Qualifications
- Bachelor's Degree from an accredited college or university specializing in Accounting or Finance.; AND
- 10 years of accounting/finance experience including 5 at the supervisory and/or management level. Must have a minimum of 3 years financial functional experience with an integrated Enterprise Business System.; OR
- an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above (For education and experience only, does not include legally required Licenses or Certifications.); AND
- Master's Degree and or CPA (Certified Public Accountant)/CGFO (Certified Government Finance Officer) a plus
Valid Florida Driver's License.

- Management of the AP (accounts payable) area, which includes 4 staff. Ensures compliance with program requirements, regulations, and procedures for payment processing. (Compliance with the Prompt Payment Act)
- Management of staff for the timely processing of payroll and recruitment processes for the Water Resources department.
- Management of the fiscal staff and is responsible for the financial monitoring, reporting and analysis of the Water Resource and SW Departments. This includes transaction processing and review, financial reporting, analysis, and projections.
- Manages the development of the Water Resource and Solid waste operating budgets and the Water Resources CIP budget.
- Responsible for establishing department specific processes as needed to supplement countywide processes to manage fiscal functions including budgeting, projects, grants, reports, procurement, requisitions, capitalization and maintaining fixed assets, recording receivables and accounts payables
- Attends and leads meetings and conducts training for fiscal related task and projects to address issues, provide updates, offers guidance and assistance to departmental staff on accounting concerns.
- Other related duties as assigned.
- Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
- Knowledge of computerized accounting systems to include automated accounting system applications.
- Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
