Position Overview

This position is located in the Adult Services Section of the Social Work Services Division.

Potential for Telework/Remote options may be considered based on training, quality assurance, performance, and/or business needs.

Examples of Duties

This primary purpose of this position is to provide personnel and programmatic supervision of the Adult Protective Services unit. Protective Services are legally mandated for elderly and disabled adults who are believed to have been abused, neglected and/or exploited; unable to obtain essential services; and are without able, willing, or responsible persons to assist them in obtaining essential services. By statute, county departments of social services must provide these protective services 24 hours per day, seven days per week. Supervisory duties include case assignment, coordination of workflow, case review and consultation, staff training, resolving problems and ensuring quality services are provided to the community. To be effective, the candidate must have a considerable knowledge of applicable laws, regulations and policies, as well as a thorough knowledge of social work principles, techniques, and practices. Regular work hours are from 8:00 AM to 5:00 PM, Monday through Friday; however, flexible hours may be necessary to meet the needs of the agency. The supervisor in this position will provide consultation and direction after hours and on weekends to the DSS on-call social work staff with regard to adult services as necessary. Minimum Qualifications

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

Master's degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor's degree in social work from an appropriately accredited institution and three years of directly related experience; or a master's degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor's degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor's degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience.

Preferred Candidates will have APS work experience. Knowledge, Skills and Abilities

Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Requests considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of client's problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.

SPECIAL SKILLS:

Good verbal, listening and written communication skills are essential to the position. The ability to comprehend, interpret, and to carry out the practical application of the guardianship statute (35A) is required. Also, the ability to effectively articulate issues related to guardianship; collaboration with state consultant(s), facility staff, medical cohorts, the ward/ family and other community groups/organizations is required. Ability to comprehend and to carry out the policies and procedures of a governmental agency.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License. Each applicant who is tendered an offer for employment for any position with Cumberland County shall be tested for the use of drugs specified in the County policy. Refusal to submit to testing or a confirmed positive test shall be a basis for withdrawal of the conditional employment offer.

Law enforcement background check is required.

Duties of this position require the use of the employees personal vehicle.

This position will require assisting in emergency and/or disaster situations.
