ABOUT THE POSITION

LPHI's Community Engagement Team leads outreach, consultation, community involvement, collaboration, and shared leadership across a broad spectrum of public health programs, including The Louisiana Campaign for Tobacco-Free Living (TFL). TFL engages in local and statewide commercial tobacco control policy efforts that focus on tobacco-use prevention, eliminate exposure to secondhand smoke, promote cessation services, and identifying and eliminating tobacco-related disparities. TFL is comprised of a statewide team of fifteen (15) staff, including 6 regional managers who reside across the state and work with community partners to engage in state-wide programming implementation and policy, health promotion and communications, community engagement and outreach and monitoring & evaluation to eliminate tobacco use in Louisiana.

The Senior Program Manager, Policy & Statewide Coordination will be responsible for

the successful planning and implementation of multiple smoke-free and tobacco-policy related projects on the TFL team in collaboration with state, regional and national partners. providing supervision to 6 regional managers across the state in their implementation of TFL's Strategic Plan goal areas. The Senior Program Manager will develop and monitor project plans, timelines, and deliverables and be responsible for project implementation and reporting of all six regional managers. This position will support and monitor activities of internal teams, external contractors, and engaged partners for assigned projects. Developing articles, presentations, and/or health promotion materials that demonstrate TFL's tobacco prevention and control expertise. The Senior Program Manager will be supervised by the Senior Director, Community Engagement/TFL and will work collaboratively with other teams within LPHI.

Primary Duties and Responsibilities

Administration

Supervise up to 6 Regional Managers to meet all project needs and funding requirements, including leading the development and implementation of operational inputs on team, for example staffing plans and assignments, regional staff budgets, task and budget related spenddowns, and more. Manage reporting requirements for assigned project activities, including but not limited to program reports, evaluation and finance reports. Organize and facilitate meetings and trainings (i.e., create meeting agendas; facilitate meetings; identify action items/next steps; lead post-meeting debriefs, and follow-up to track action items; etc.). Generate and monitor subcontracts and/or other agreements with external vendors or partners as well as the overall project budget. Project Management and Implementation

Serve as the TFL policy lead, including the further development, implementation and reporting of TFL policy strategies of varying sizes and degrees of complexity; work with teams to execute projects and product development, manage timelines, and ensure high quality deliverables to internal and external stakeholders. Track project activities and progress and fulfill reporting requirements for project milestones to partners and/or funders. Collaborate with other TFL team members, including task oversight and delegation, to develop and execute TFL's workplan. Monitor project finances, including relevant project budgets, staffing allocations and financial projections and review budget recommendations and changes with supervisor on consistent basis. In collaboration with supervisor, support contracting, and other administrative processes for the team. Cultivate and manage relationships and collaborate with staff, consultants and partners, other departments and both public/governmental and private external clients/customers. Create new tools and processes, where needed, to support successful project management. Manage project data and evaluation activities, including related progress reports to highlight milestones and results. Develop and/or curate technical assistance and educational resources that benefit the field; includes conducting research, synthesizing information and developing materials tailored to specific audiences. Facilitate internal and external meetings, including communications, management and tracking of action items to advance team progress. Provide project mentorship to coordinators and interns. Present during webinars and meetings as needed. Business Development

Develop system-level approaches to coordinate efforts internally and among stakeholders. Seek and support proposal and business development activities, including but not limited to proactive review of posted opportunities, drafting letters of support, compiling supporting materials, populating templates, and reviewing drafts. Collaborate in cross-organizational initiatives that intersect with TFL. Work across teams to identify and facilitate sharing of lessons learned, best practices, and tools. Manage relationships and collaborate with staff, consultants and subcontractors, other departments and both public/governmental and private external clients/customers to support continued project sustainability and development efforts. Additional Responsibilities

Develop, plan, and implement training and technical assistance to multi-sector partners based on best practices related to commercial tobacco use policy. Lead and manage the preparation and dissemination of project-related communications such as reports and/or the community, presentations, messaging to project partners, and LPHI newsletters and social media. In partnership with the Policy and Equity Team, engage stakeholders in policy and advocacy efforts that impact a Tobacco Free Louisiana. Facilitate and assist in the development of coalitions funded by TFL. Attend and actively participate in team and LPHI-wide meetings. Perform other duties as assigned. ABOUT YOU

Minimum Qualifications

Master's degree in public health, social sciences, or related field required or a bachelor's degree plus equivalent experience. At least five (5) years' professional experience in public health or closely related content area. At least three (3) years of either supervisory experience of manager level staff or project management operations experience Strong project management experience. Strong writing skills Experience working on public health or social determinants of health initiatives to advance state, local, state or national policies. Experience working with diverse stakeholders, including but not limited to community-based organizations, healthcare organizations, and public health agencies; coalition building and facilitation, a plus. Experience leading teams. Experience using Microsoft Office Suite. Ability to travel at least 20% of the time. Desired Skills, Knowledge and Abilities

Ability to remain in a stationary position for extended periods (sitting or standing). Ability to operate a keyboard with repetitive motion. Ability to operate a computer and other office equipment. Ability to communicate effectively with external and internal team members. Working Conditions:

This position is based in an office or home office setting. Occasional travel may be required for training or meetings. Usual workday hours or flexible schedules can be considered.
