JOB SUMMARY:
Lead the life cycle recruiting function to acquire talent for UPO. Responsible to source, identify, screen, interview and onboard employees. Provide guidance to applicants and management staff throughout the recruiting/talent acquisition process. Provide support in functional areas of human resources as directed by the Director, Human Resources and/or the VP, Human Resources.
BRIEF
DESCRIPTION :
Responsible for life cycle recruiting to include: posting vacancies; screening resumes; processing applications; scheduling interviews; preparing interview packets; conducting reference checks; pre-employment testing, background checks; preparing offer letters and rejection letters; on-boarding; creating new employee files; preparing new employee orientation packages; and, distributing new hire gifts. Source potential candidates through online channels such as social platforms and professional networks. Assess candidate information using applicant tracking system. Coordinate with hiring managers and Director, Human Resources to update job descriptions and interview questions. Enter new hires, employee status changes and COLAs into the ADP HRIS. Assist the Director, Human Resources in sourcing strategies and initiatives such as employer branding, establishing partnerships to build pipelines for potential applicants. Ability to research, analyze, and apply Federal and State regulations to the Recruiting/TA work function and various areas within OHR. Compose, edit and proof documents, reports and correspondence, as required. Participate in job fairs and other community events, representing UPO and coordinate occasional UPO sponsored job fairs to recruit applicants. Respond to routine HR inquiries from staff, management and applicants utilizing established policies, procedures, and practice. Reconcile applicable invoices, prepare vouchers for payment. Assist in processing employee verifications, as needed. Assist with new hire orientation, as needed. Assist in the HR functional areas of compliance, benefits, and employee relations as directed by the Director, Human Resources and/ or the VP, Human Resource.
MINIMUM
QUALIFICATIONS :
Bachelor's degree in Human Resources or a related field and two (2) years recruiting/talent acquisition experience; or four to five (4-5) years of direct recruiting /talent acquisition experience. Excellent knowledge of employment laws and policies, HRIS systems/Applicant Tracking (ADP WFN preferred). Ability to effectively use Microsoft Office programs and electronic time keeping program. Possess effective organizational and professional communication skills, both written and verbal.
Must have ability to maintain confidentiality, manage multiple projects and possess problem solving and crisis management skills. Must be self-directed, detail-oriented, organized and able to work with minimal supervision. Must have strong interpersonal skills and the ability to effectively communicate with and work sensitively and effectively with individuals of diverse educational, socio-economic and cultural backgrounds.
DESIRED
QUALIFICATIONS :
Four-five (4-5) years of recruiting/Talent acquisition. Experience in a Union environment desired, strong knowledge of employment laws and policies, excellent writing, organizational and verbal presentation skills.

In the event that an offer is extended, the candidate will be required to successfully complete a criminal background check and/or FBI fingerprinting, as well as pre-employment drug screening, as applicable for the position.
