The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. Arlluk Technology Solutions is seeking an experienced Senior Oracle Database Administrator to lead our database management efforts in support of the Defense Health Agency. The ideal candidate will have extensive knowledge of Oracle database technologies and proven experience in managing complex, large-scale database environments within a healthcare context. This role is crucial in ensuring the performance, security, and reliability of critical MHS databases while providing leadership and mentorship to the database team.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Senior Oracle Database Administrator will be responsible for leading the design, implementation, maintenance, and optimization of Oracle database systems supporting MHS applications. Key responsibilities include: Lead the design and implementation of complex Oracle database architectures for MHS applications. Develop and enforce database standards, best practices, and procedures across the organization. Perform advanced database tuning, optimization, and troubleshooting to ensure optimal performance. Design and implement robust backup, recovery, and high-availability solutions for critical databases. Manage database security, including advanced access controls, encryption, and auditing strategies. Collaborate with application development teams to optimize database designs and complex SQL queries. Plan and oversee major database upgrades, patches, and migrations with minimal downtime. Conduct capacity planning and performance forecasting for database systems. Implement and manage Oracle Real Application Clusters (RAC) and other advanced high-availability solutions. Mentor junior DBAs and provide technical leadership to the database team. Evaluate new Oracle technologies and recommend innovative solutions to enhance database capabilities. Serve as the escalation point for critical database issues and participate in on-call rotations. Education and Experience:
Required :
Bachelor's degree in Computer Science, Information Technology, or related field with 8-10 years of experience in Oracle database administration, or Master's degree in a relevant field with 6-8 years of experience in Oracle database administration, or PhD in a relevant field with 3-5 years of experience in Oracle database administration Required Skills and Competencies:
Extensive experience with Oracle Database administration (version 12c and above) Advanced knowledge of Oracle SQL, PL/SQL, and performance tuning techniques Expertise in Oracle RAC, Data Guard, ASM, and other high-availability solutions Proficiency in advanced database security features and best practices Experience with Oracle Exadata and other engineered systems Strong knowledge of backup and recovery strategies, including RMAN and Data Pump Expertise in database capacity planning and resource management Proficiency with Oracle Enterprise Manager and other monitoring/management tools Experience leading database projects and mentoring junior DBAs Strong problem-solving and analytical skills Excellent communication skills, both written and verbal Ability to obtain and maintain a Public Trust clearance Desired Skills and Competencies:
Experience working in government or military healthcare environments Oracle Certified Master (OCM) certification Knowledge of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM) Experience with cloud-based Oracle solutions (e.g., Oracle Cloud, AWS RDS for Oracle) Familiarity with database automation and DevOps practices Knowledge of data warehousing concepts and ETL processes Experience with Oracle GoldenGate or other advanced replication technologies Understanding of HIPAA and FISMA compliance requirements for database systems Familiarity with non-Oracle databases (e.g., SQL Server, PostgreSQL) for heterogeneous environments Experience with performance tuning of very large databases (VLDBs)
