The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. Arlluk Technology Solutions is seeking an experienced IBM Database Administrator to join our team supporting the Defense Health Agency. The ideal candidate will have extensive knowledge of IBM database technologies and experience in managing large-scale database environments within a healthcare context. This role is crucial in ensuring the performance, security, and reliability of critical MHS databases.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The IBM Database Administrator will be responsible for the design, implementation, maintenance, and optimization of IBM database systems supporting MHS applications. Key responsibilities include:
Install, configure, and maintain IBM database systems (e.g., Db2, Informix) for MHS applications.
Design and implement database architectures that meet the complex requirements of healthcare systems.
Perform database tuning, optimization, and troubleshooting to ensure optimal performance.
Develop and implement backup and recovery strategies to ensure data integrity and business continuity.
Manage database security, including user access controls, encryption, and auditing.
Collaborate with application developers to optimize database designs and SQL queries.
Plan and execute database upgrades, patches, and migrations with minimal downtime.
Monitor database systems for performance issues and conduct capacity planning.
Implement and maintain high-availability solutions for critical database systems.
Develop and maintain documentation for database processes, procedures, and configurations.
Provide expert-level support for critical database issues and participate in on-call rotations.
Stay current with IBM database technologies and best practices, recommending improvements as appropriate.
Education and Experience:
Required:
•Bachelor's degree in Computer Science, Information Technology, or related field with 5-7 years of experience in IBM database administration, or
Master's degree in a relevant field with 3-5 years of experience in IBM database administration, or
PhD in a relevant field with 0-2 years of experience in IBM database administration
Required Skills and Competencies:
Extensive experience with IBM database technologies (e.g., Db2, Informix)
Strong knowledge of SQL and database programming
Experience with database performance tuning and query optimization
Proficiency in database backup, recovery, and high-availability solutions
Knowledge of database security best practices and implementation
Familiarity with IBM database tools and utilities
Experience with database monitoring and management tools
Understanding of data modeling and database design principles
Strong problem-solving and analytical skills
Excellent communication skills, both written and verbal
Ability to work effectively in a team environment and collaborate with diverse stakeholders
Ability to obtain and maintain a Public Trust clearance
Desired Skills and Competencies:
Experience working in government or military healthcare environments
Knowledge of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM)
Familiarity with other database platforms (e.g., Oracle, SQL Server) for heterogeneous environments
Experience with data warehousing and business intelligence concepts
Knowledge of IBM Cloud database services
Familiarity with DevOps practices and database automation tools
Experience with database replication and data integration technologies
Understanding of data governance and compliance requirements (e.g., HIPAA, FISMA)
Knowledge of big data technologies and their integration with IBM databases
IBM certifications related to database administration (e.g., IBM Certified Database Administrator)

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
