$226,798.00 - $289,380.00 (Range A) Berkeley Search Consultants has been retained by the City & County of San Francisco to recruit the Chief Operating Officer for their hospital, Zuckerberg San Francisco General Hospital. Located on the beautiful California Coastline and home to landmarks like the Golden Gate Bridge, San Francsico is one of the most well-known cities in the world. The city has a residential population topping 880,000 and more than 25 million business and leisure visitors annually. San Francisco is the only city in California with a consolidated city and county government. The City has an elected Mayor (London Breed) and 11 members of the Board of Supervisors, elected by district. Part of the San Francisco Department of Public Health, Zuckerberg San Francisco General Hospital and Trauma Center is a community hospital and Level 1 trauma center dedicated to improving the health and wellness of its community. They provide world-class care for all the people of San Francisco, regardless of ability to pay or immigration status. They are the only Level 1 Trauma Center in San Francisco and northern San Mateo, the hub of the city’s disaster response in an earthquake or major crisis; consistently recognized for our excellent care with Centers of Excellence in Neurotrauma, Stroke, and Orthopedics; the world’s leader in HIV/AIDS care, the largest psychiatric acute and rehabilitation hospital in San Francisco, and home to 20 UCSF research centers with research budgets exceeding $200 million annually. Position Profile The ZSFG Chief Operating Officer (COO) reports to the Chief Executive Officer (CEO) and partners with the CEO in providing the executive managerial leadership of an acute care academic teaching hospital that is the City’s only trauma center and only psychiatric emergency department. The hospital encompasses a wide range of services, including emergency, critical care, medical- surgical inpatient, perioperative, labor and delivery, pediatric inpatient, medical and surgical specialty clinics, skilled nursing, and behavioral health (mental health & drug treatment) inpatient, out-patient and community programs. As a leadership team, the CEO and COO collaborate to develop and implement strategy consistent with achieving the mission of ZSFG and the Department of Public Health. San Francisco General Hospital and Trauma Center is one of the nation’s leading academic medical and trauma centers. Consequently, the executive management team of an academic medical/trauma center requires a team with more complex and advanced skills sets than is required of the standard community hospital leadership staff. The COO provides executive oversight and management operations responsibility for the development of high quality, cost effective and integrated clinical programs within ZSFG, its affiliated clinical partners, and the various communities and constituencies served by the trauma center. These functions are done either directly, or through delegation of responsibility to subordinate executive and senior management staff. Under the direction of the CEO, the Chief Operating Officer assumes responsibility for overseeing and leading the operations of the following departments at ZSFG: Behavioral Health Center, Capital Programs, Facilities Maintenance, Clinical Laboratory, Anatomic Pathology, Rehabilitation Services, Food and Nutrition Services, Health & Safety, Support Services, Environmental Services, Disaster & Emergency Preparedness, Materials and Supply Chain Management and the Equity Program. Additionally, the COO oversees all ZSFG operational budgets and costs through the responsible use of planning and control systems that include forecast levels of operations, cost effective utilization of resources and realistic financial variances. The COO develops a strong work force and productive work environment infused with a culture of lean through effective leadership and human resources practices. In recognition of the direct correlation between employee engagement and patient and family satisfaction supports, monitor and direct activities that build a positive and healthy work environment for all employees. The COO represents ZSFG to the community, regulatory agencies, and media as needed and serves as acting CEO during the CEO’s absence. The Chief Operating Officer partners with the CEO in managing the total ZSFG operating budget. The Chief Operating Officer is a key member of the ZSFG Executive Team which develops and maintains ZSFG’s overall strategy and operations. Essential Duties: The 0943 ZSFG Chief Operating Officer, performs the following essential job functions: Responsible for the daily provision of patient care services via the supervision of executive staff and hospital department managers. Responsible for the “bottom-line” fiscal operation of assigned hospital departments, ensuring optimal fiscal operations, with primary responsibility for the financial integrity of service units through sound fiscal management and maximization of efficiency. Provide long and short-range planning for administrative and financial systems, and clinical operations, including the design and implementation of automated systems, enhancement of information gathering systems and reports to track and summarize data. The position provides in-depth financial, operational, and budgetary information, including the review and preparation and defense of annual budgets. The position maintains responsibility for analyzing the merits/deficits of current billing systems, as well as providing review of fee schedules, denoting trends in reimbursement and providing guidance and feedback for the enhancement of financial performance. The position represents the CEO on patient care issues in the hospital, City and County and community matters, including membership on various councils, committees, agencies and boards and providing testimony when necessary. The position bridges the span of culture between the various constituencies associated with San Francisco General Hospital, the Department of Public Health and the City and County of San Francisco. The ZSFG Chief Operating Officer (0943) performs other duties as assigned or required. Minimum Qualifications: Possession of a bachelor’s degree from an accredited college or university in Public Health, Business Administration, or a closely related field AND six (6) years of managerial experience (which must include supervisory) in hospital administration. OR Possession of a master’s degree from an accredited college or university in Public Health, Business Administration, or a closely related field AND four (4) years of managerial experience (which must include supervisory) in hospital administration. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units. Note:

One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
