ACCOUNTANT

FINANCE DEPARTMENT

SUMMARY: Under general supervision of the Director of Finance, performs various accounting and record-keeping duties for the finance department; performs additional duties as assigned.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties, knowledge, skills and other characteristics. DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)

1. Oversees all City accounts, maintains proper balances, processes and posts Illinois Funds transfers, posts interfund transfers and deposits not automatically posted; opens and closes funds and bank accounts as needed.

2. Financial administration of grants to the City including fund deposits, drawdown requests, accounts payable processing, quarterly and annual reporting.

3. Responsible for all water and sewer funds; recording all non-automatic deposits, transferring monies to various funds as needed and required by bonding ordinances.

4. Responsible for making all bond and interest payments on a timely basis.

5. Distributes W-2\'s and 1099 forms; prepares and mails government information.

6. Deposits, books into systems, purchases and logs into computer all investments; distributes new investment lists.

7. Reviews City funds to determine amount and length of investments to be made and makes recommendations to the Finance Director to obtain bids.

8. Responsible for disbursing all property and replacement tax received and prepares monthly financial status report.

9. Processes all interfund transfers per budget throughout the fiscal year and at fiscal year end.

10. Directs the collection, receipting, and depositing of City funds and maintains separate accounting records.

11. Delegates auditor worksheets and prepares certain listings as required; assists others with proper accounts to be charged or credited when necessary.

12. Maintains loan receivable records, advising others of default.

13. Assists with city inquiries, including accounts receivables and accounts payable, as necessary.

14. Responsible for MFT quarterly reporting to State.

15. Maintains all Asset Management records for City.

16. Manages online credit card processing.

17. Responsible for determining tap on fees for water sewer hook ups within the City.

18. Reconciles all bank statements to accounting software.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

Knowledge of current computer software programs, including Word and Excel.

Knowledge of record keeping and file maintenance.

Knowledge of city ordinances, procedures and regulations, budgets and bank statements.

Knowledge of office procedures.

Ability to use business arithmetic and English in an effective manner.

Ability to make mathematical computations rapidly and accurately.

Ability to use and operate basic office equipment.

Ability to use a personal computer and understand all software in order to perform duties.

Ability to effectively communicate with those contacted throughout the course of the workday.

Ability to maintain effective working relationships with other departments, agencies, employees, supervisors, and the public.

Skill in effective oral and written communication.

Skill in dealing with confidential material.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to, sit, talk or hear, use hands to finger, and perform other similar actions during the course of the workday. There is some need to walk around or stand in the case of greeting visitors. The City of East Moline promotes a drug/alcoh l free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS: A bachelors degree in accounting; three (3) year experience in clerical work; minimum two (2) computer related college courses, preferably supplemented by business training; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
