Examples of Duties
Manages all aspects of administrative and clerical responsibility and provides a high level of office management
Prepares written correspondence for the County Manger's Office
Prepares agendas, personnel forms, reports, and presentations as required; responsible for the processing of all mail, email, and other forms of communication, maintains calendars, meetings, schedules, correspondence, confidential personnel matters, phones, visitors, citizen's complaints and maintains all files
Acts as a liaison for the office working with all county departments, department heads, public officials, and citizens
Updates annual time records and is responsible for reviewing and keying timesheets for accuracy on a bi-weekly status for the leadership team
Attends department head meetings and other meetings as requested and provides input based on observations, proceedings, and minutes
Receives requests, provides research, performs a variety of technical or financial information functions, provides reviews, accesses, and compiles information of tax material, maps, deeds and any additional information as requested and needed for the County Manager
Serves as the first point of initial contact for the public, county department heads, managers, supervisors, state and local government officials, county and civic officials, religious leaders, Board of Education, Cape Fear Valley representatives, representatives of other state and local government seeking assistance with all concerns
Receives Event Permit Applications from the public and routes to appropriate departments for final approval
Develops the annual agenda schedule for the Board of Commissioners meetings and reviews items prepared by departments and works with external agencies in gathering and interpreting the information needed by the Board for decision making items prepared for the agenda
Works with County departments, public officials, and citizens in preparing, analyzing, and finalizing the agenda for the Cumberland County Board of Commissioners meetings
Reviews agenda items and material from all departments for consistency and accuracy to be submitted on the agenda for the Board of Commissioners
Prepares and maintains all records for the office, including public records, to assist the County Manager with necessary documents as quickly as possible
Prepares, manages, and maintains the budget for the department
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in business administration or related field and three (3) years of experience working in a high-level administrative office or an equivalent combination of education and experience.
Management Preference:
Executive level governmental office/administrative experience.

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.

Knowledge, Skills and Abilities Thorough knowledge of programs, goals, objectives, policies, and procedures of assigned office or department
Considerable knowledge of punctuation, grammar, spelling, and arithmetic; modern office practices, procedures, equipment, and standard clerical technique; and application of standard established bookkeeping principles and techniques for governmental accounting transactions
Considerable knowledge in the use of popular and specialized computer-driven word processing, spreadsheet, and database programs
Ability to organize workflow and coordinate activities
Strong ability to research and analyze program documents and narrative materials, and to prepare moderately complex reports and presentations from information gathered
Ability to make routine administrative decisions independently in accordance with laws, regulations, and County policies and procedures, and to solve problems and answer questions; and develop and modify work procedures, methods, and processes to improve efficiency
Strong ability to effectively express ideas orally and in writing
