DutiesAdvises on all phases of budgeting to the program managers and staff relative to the budget submissions.Prepares the annual operating budget for salaries and expenses account which allocates the approved fiscal year budget to carry out OGC’s missions, functions, and activities.Identify and communicate important financial policy issues/audits and solutions/recommendations to top officials in the agency. Key policy issues are those which effect the overall financial position of the agency.Formulates written justifications for single and multi-year programs, personnel, and operating support.Develops detailed strategic materials and background documentation for presenting major changes in the Agency’s budget, as part of the overall presentation of the Agency’s budget to the Department.Responsible for managing the internal controls program for the Agency, including overseeing OGC compliance with the Department and the Office of Management and Budget (OMB).Requirements Conditions of EmploymentYou must be a US Citizen or US National.Males born after 12/31/1959 must be Selective Service registered or exempt.Subject to satisfactory adjudication of background investigation and/or fingerprint check.Successful completion of one-year probationary period, unless previously served.Direct Deposit – Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.Successfully pass the E-Verify employment verification check. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, and specialized experience and/or education, as defined below.TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you to demonstrate 6 of the following 9 particular competencies/knowledge to successfully perform as a Lead Budget Analyst. Specialized experience is defined as experience that includes records and information management experience such as: Advising on budgetary and budget staffing needs to leadership;Interpreting budget implications of proposed actions and recommends ways to reduce costs;Providing authoritative advice and guidance to leadership in the development of budgets for the Agency/Organization;Preparing annual operating budget for the Agency/Organization which includes salaries and expenses;Monitoring operating budgets and preparing reports for mid-year and final status of funds analysis;Overseeing the maintenance of detailed records and makes periodic analyses of budget obligations;Providing information to subordinates for the budget while adhering to policies, procedures, and goals of management in relation to the budget office;Knowledge of financial and budget processes and reporting requirements;Ability to apply sound, technical judgment to fluctuating fiscal situations and present recommendations in a clear manner either in writing or orally. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
