Job Responsibilities

Performs duties of an office manager including clerical, management, and administrative duties in all phases of maintenance office operations. Researches, processes, prepares, proof reads, organizes, and files correspondence and reports expeditiously in a concise and professional manner. Reads and interprets Department policies and updates. Files and maintains tracking systems for correspondence, reports, and personnel files. Coordinates and schedules meetings and prepares agendas as needed. Attends conferences, meetings, and training. Serves as liaison between management and the general public. Greets and assists the public and addresses questions and concerns in a professional and cordial manner. Receives and disseminates correspondence, inquiries, and work requests to appropriate staff members. Answers the telephone, letters, emails, and the front door to the maintenance office. Reviews and submits damage claims. Receives, reviews, distributes, and sorts office mail. Coordinates with public, agency, and government officials. Coordinates and processes personnel actions for the unit and serves as a central contact for personnel matters. Prepares all paper work and correspondence pertaining to all phases of personnel procedures such as writing position descriptions, coordinating advertisement of positions, accepting applications, arranging interviews, preparing paperwork for new hires and administrative orientation for new hires, coordinating disciplinary actions, retirement, reclassifications, promotions, and terminations. Informs and assists supervisors and staff with personnel matters, including insurance, workers compensation, leave requests, EPMS reviews, etc. Oversees time keeping, prepares payroll documents, enters and revises payroll data, reviews and files leave request documentation, reviews HMMS computer records, coordinates with staff for necessary revisions, addresses time and payroll inquiries, compiles and prepares daily, weekly, and monthly reports in the maintenance of business records, related reports, and files. Serves as Primary Time Administrator of the Unit. Serves as a senior certified procurement buyer performing activities and paperwork necessary for acquiring bids and prices, creating requisitions, purchase orders, shopping carts, and receipts of supplies and equipment for all maintenance materials and supplies used by the maintenance and office forces. Serves as liaison for multiple procurement card holders. Coordinates and manages office and facility contracts including uniforms and janitorial services. Maintains and ensures all supply and stockpile records are updated including quantity and unit price updates. Maintains office supplies, equipment, and furniture needs including coordination of any necessary requisitions. Assists in the preparation of budget requests, monitors compliance with approved procurement requests and budgets to avoid over expenditures and/or appropriate expenditures. Manages Adopt-A-Highway, record retention, and fuel card transactions in the Equipment Management System. Serves as a Class C SCDHEC operator for accepting and reporting facility fuel, attained through on-the-job training. Required to work 12 hour shifts on weekdays, weekends, and holidays during inclement weather/emergency conditions and perform administrative duties as needed. Performs other related duties as assigned.
Minimum and Additional Requirements

A high school diploma and six (6) months of work experience that is directly related to the area of employment; or an approved acceptable equivalence.

A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
