The Subcontract Project Manager is responsible for assisting with full programmatic and administration of all subcontractors and vendors to ensure cost, performance, deliverables and schedules are met. Oversight of the full life cycle of Subcontract Management to include pre-proposal, proposal, execution, and closeout activities. Will also be responsible for evaluating Subcontractor Proposals, identifying potential business risks, initiating subcontract modifications and change management, and supporting the negotiation of Terms and Conditions.
Duties & Responsibilities
* Build strong relationships with program managers, Subcontractors, functional peers and other internal customers. * Assist program teams in developing effective subcontractor strategies to include development of clear/concise proposals requirements, statements of work, understanding subcontractor forecasted dollars and hours; and flowing down appropriate terms and conditions. * Establish and lead proposal evaluation teams. * Develop and maintain Subcontractor/Supplier management plans. * Develop and implement procedures/processes/measures for managing the technical work of subcontractors. * Communicate/report program status and issues; facilitate meetings. * Identify and escalate non-compliance issues and work with the subcontractor/supplier to achieve compliance. * Work independently with little oversite required. * Understand requirements of prime SOW. Qualifications
REQUIRED * BS or BA required or relative experience * 5+ years of experience in Government Subcontracts with 1-3 years of Prime Contract experience to include DoD. * Experience managing high dollar subcontractors. * Experience in managing work under various types of Contracts (CPFF/CPIF/CPAF/FFP/T&M, single award and multi-award IDIQs). * Experience working with and leading cross-functional teams. * knowledge of Federal Acquisition Regulation (FAR). * Experience developing SOWs, RFPs, evaluation criteria and negotiation strategies. * Experience evaluating proposals and quotes for outsourced products and services. * Excellent communication and problem-solving skills. * Excellent written and verbal communication skills, ability to foster strong customer relations, attention to detail and accuracy, excellent organizational skills, and the ability to work as part of a team.
DESIRED * Master's Degree. * Experience with DoD and other federal agencies. * Active Secret clearance.
COMPUTER SKILLS
* Strong knowledge of Microsoft Word, Excel, and PowerPoint. * Costpoint experience is a plus as well as Microsoft Project.
