Summary

The Project Manager I is responsible for planning and managing construction, modifications and non-routine maintenance projects at all County buildings, facilities, rented spaces and facilities related projects as they arise. This position will serve as a liaison between the Facilities Department and the maintenance and department staff at County facilities such as office buildings, libraries, Pocopson Home, Chester County Prison, and District Court buildings. The Project Manager I is also responsible for project scheduling and budget, bid and RFP preparation and processes, and contracting and management of contractors, vendors and equipment suppliers utilized for County projects. Essential Duties

Manage construction, modifications, non-routine maintenance, and capital and other building improvements to county facilities. Prepare specifications for Request For Proposals (RFP) and advertised bids. Interact with architects, engineers and building code officials for County facilities projects. Represent County at meetings for project approvals such as Local Planning Commission, Zoning Hearing, Historic and Architectural Review Boards, Borough Council, Township Supervisors, and Conservation District Maintain records and files of projects, and budget and schedule preparation, tracking and reporting. Assist in preparing the annual budget for the Facilities Department. Provide support for the security access system operations and maintenance. Serve as liaison to other county facilities' maintenance personnel. Monitor and track all work using a computerized project management system. Perform other duties, tasks and special projects, as required. Qualifications/Preferred Skills, Knowledge & Experience

Associate's degree from an accredited college or university, or equivalent combination of education and experience. At least five years year of job-related experience. General knowledge and understanding of building codes, safety regulations and statutes. Strong working knowledge of mechanical, electrical, plumbing and fire protection systems installation, operation, maintenance, and construction practices and procedures. Knowledge and understanding of bidding, contracting, and procurement policies. Strong project management skills (ability to plan, budget, schedule, organize and supervise minor to moderate construction, maintenance, and rehabilitation projects). Manual dexterity and a working knowledge of trades related to commercial/government building construction and maintenance. Excellent organizational skills with an ability to establish priorities and create protocols. Ability to work independently or as part of a team, and proceed with objectives Strong interpersonal skills and an ability to communicate effectively, written and verbal. Knowledge of work order procedures and guidelines. Ability to multi-task and resolve recurring problems. Professionalism, and the ability to maintain a favorable image for the department and Chester County when interacting with the public, contractors, consultants, municipalities, county departments, and other government agencies. A valid driver's license is required. Preferred Skills, Knowledge & Experience: Associate's degree in construction management, building systems, electrical engineering, or related degree, or an equivalent combination of education and experience. Six years of job-related experience. Ability to read, interpret and understand design plans, specifications and blueprints. General knowledge of Chester County policies and procedures. Intermediate to Advanced Office Suite Skills, (Word, Excel, PowerPoint, and Explorer) Basic to Intermediate OutLook skills (Email and Calendar) PeopleSoft skills (Financial and/or HR) or the ability to learn PeopleSoft Knowledge and skill with or ability to learn Microsoft Projects, Procore or other project management software Knowledge and skill with or ability to learn AutoCAD Light Physical Demands: While performing the duties of this position, the employee is frequently required to stand, walk, sit, and talk or hear. Occasionally, the employee will need to reach above shoulder height, climb stairs, climb on a ladder, drive a vehicle, work with an uncommon level of noise, and taste or smell. On rare occasions, the employee will need to work with arms above shoulders; bend at the waist; kneel, stoop, squat or crouch; crawl; and work on a ladder. There are no special vision requirements listed for this position. Work Environment: The noise level in the work environment is usually moderate to loud. Approximately 60% of time will be spent working inside in an office environment. Approximately 40% of time will be spent working outside or at job sites in all types of weather conditions to inspect grounds, buildings and roof projects for work performed by contractors. Required to walk several blocks every week throughout the year to travel between County facilities. Ability to climb and work in high, precarious places in order to perform roof and construction inspections Other: Ability to work extended hours, as necessary. Ability to work weekends, holidays, and evenings on occasion in order to inspect contractors' work. The Project Manager is required to be on-call 24 hours per day, 7 days a week for emergencies.
