Arlluk Technology Solutions LLC, a Koniag Government Services subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.

Arlluk Technology Solutions is seeking a talented Software Engineer to join our team supporting the Defense Health Agency. The ideal candidate will have a strong foundation in software development principles and experience in building robust, scalable applications. This role is crucial in developing and maintaining critical MHS applications that support military healthcare operations.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Software Engineer will be responsible for designing, developing, and maintaining software applications within the MHS ecosystem. Key responsibilities include:

Design and develop high-quality, scalable software solutions for MHS applications.

Collaborate with cross-functional teams to gather and analyze requirements for new features and enhancements.

Write clean, efficient, and well-documented code using appropriate programming languages and frameworks.

Participate in the full software development lifecycle, including design, implementation, testing, and deployment.

Conduct code reviews and provide constructive feedback to team members.

Troubleshoot, debug, and resolve software defects and performance issues.

Implement and maintain RESTful APIs and integrate with various databases and third-party systems.

Develop and execute unit tests and integration tests to ensure code quality and reliability.

Contribute to technical documentation, including design specifications and user manuals.

Participate in agile ceremonies and collaborate with team members to deliver high-quality software solutions.

Stay current with emerging technologies and industry best practices, recommending improvements as appropriate.

Assist in the maintenance and improvement of existing codebases and applications.

Education and Experience:

Required:

Bachelor's degree in Computer Science, Software Engineering, or related field with 5-7 years of experience in software development, or

Master's degree in a relevant field with 3-5 years of experience in software development, or

PhD in a relevant field with 0-2 years of experience in software development

Required Skills and Competencies:

Strong proficiency in at least one modern programming language (e.g., Java, Python, C#, JavaScript)

Experience with web development technologies (e.g., HTML5, CSS3, JavaScript frameworks)

Knowledge of relational databases and SQL

Familiarity with version control systems (e.g., Git)

Understanding of software design patterns and principles

Experience with RESTful API design and implementation

Knowledge of agile development methodologies

Strong problem-solving and analytical skills

Excellent communication and teamwork abilities

Familiarity with cloud computing platforms (e.g., AWS, Azure)

Basic understanding of cybersecurity principles and secure coding practices

Ability to obtain and maintain a Public Trust clearance

Desired Skills and Competencies:

Experience working in government or military healthcare environments

Knowledge of healthcare IT standards and regulations (e.g., HL7, FHIR, HIPAA)

Familiarity with containerization technologies (e.g., Docker)

Experience with microservices architecture

Knowledge of DevOps practices and CI/CD pipelines

Familiarity with test-driven development (TDD) and behavior-driven development (BDD)

Experience with NoSQL databases

Understanding of front-end frameworks (e.g., React, Angular, Vue.js)

Knowledge of mobile application development

Familiarity with big data technologies and analytics platforms

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
