The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. Arlluk Technology Solutions is seeking an experienced Technical Subject Matter Expert (SME) to join our team supporting the Defense Health Agency. The ideal candidate will have deep technical knowledge of healthcare IT systems, software development, and system integration within the military healthcare environment. This role is crucial in providing expert guidance on technical aspects of MHS applications and ensuring the implementation of best practices in software development and system architecture.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Technical SME will be responsible for providing expert technical guidance and leadership for MHS applications. Key responsibilities include:
Serve as the primary technical expert for specific MHS applications and related technologies.
Provide technical leadership in the design, development, and implementation of complex healthcare IT solutions.
Collaborate with cross-functional teams to define technical requirements and architectural designs.
Conduct technical assessments and provide recommendations for system improvements and optimizations.
Guide the implementation of best practices in software development, system integration, and data management.
Troubleshoot complex technical issues and provide expert-level support for critical problems.
Evaluate emerging technologies and recommend innovative solutions to enhance MHS applications.
Develop and maintain technical documentation, including architecture diagrams and design specifications.
Mentor junior team members and share knowledge on technical best practices and emerging technologies.
Participate in code reviews and provide technical guidance to ensure code quality and adherence to standards.
Collaborate with security teams to ensure the implementation of robust security measures in MHS applications.
Stay current with industry trends and technological advancements in healthcare IT and software development.
Education and Experience:
Required:
Bachelor's degree in Computer Science, Software Engineering, or related field with 8-10 years of experience in healthcare IT and software development, or
Master's degree in a relevant field with 6-8 years of experience in healthcare IT and software development, or
PhD in a relevant field with 4-6 years of experience in healthcare IT and software development
Required Skills and Competencies:
Extensive knowledge of software development methodologies and best practices
Strong understanding of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM)
Experience with multiple programming languages and frameworks relevant to healthcare IT
Proficiency in database design and management (e.g., Oracle, SQL Server, PostgreSQL)
Knowledge of system integration techniques and middleware technologies
Familiarity with cloud computing platforms and services (e.g., AWS, Azure)
Understanding of cybersecurity principles and practices in healthcare IT
Experience with agile development methodologies and tools
Strong analytical and problem-solving skills
Excellent communication skills, both written and verbal
Ability to translate complex technical concepts to non-technical stakeholders
Ability to obtain and maintain a Public Trust clearance
Desired Skills and Competencies:
Experience working in government or military healthcare environments
Knowledge of specific MHS applications (e.g., PCOS, CCQAS, DMHRSi)
Familiarity with containerization and microservices architectures
Experience with DevOps practices and tools
Knowledge of big data technologies and analytics platforms

Knowledge of regulatory compliance requirements (e.g., HIPAA, FISMA) and their technical implications

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
