The ideal candidate will have a strong background in software engineering and leadership, with the ability to guide development teams in delivering high-quality, secure, and efficient healthcare IT solutions. This role is crucial in ensuring the successful implementation and continuous improvement of key applications within the Military Health System.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Application Lead will be responsible for managing the full lifecycle of assigned MHS applications. Key responsibilities include:
Lead and mentor a team of developers, ensuring adherence to best practices and coding standards.
Oversee the design, development, testing, and deployment of complex healthcare applications.
Collaborate with stakeholders to gather and analyze requirements for new features and enhancements.
Develop and maintain technical documentation, including system architecture and design specifications.
Implement and enforce agile methodologies to ensure efficient and effective software delivery.
Conduct code reviews and provide technical guidance to team members.
Manage application performance, scalability, and security to meet the demands of the MHS.
Coordinate with other teams (e.g., QA, Operations, Security) to ensure smooth integration and deployment.
Troubleshoot and resolve complex technical issues in production environments.
Stay current with emerging technologies and evaluate their potential application within MHS systems.
Ensure compliance with government regulations, security requirements, and industry standards.
Participate in capacity planning and resource allocation for application development projects.
Education and Experience:
Required:
Bachelor's degree in Computer Science, Software Engineering, or related field with 8-10 years of experience in software development and leadership, or
Master's degree in a relevant field with 6-8 years of experience in software development and leadership, or
PhD in a relevant field with 3-5 years of experience in software development and leadership
Required Skills and Competencies:
Extensive experience in software development, including design patterns and architectural principles
Strong knowledge of multiple programming languages (e.g., Java, C#, Python, JavaScript)
Experience with web technologies and frameworks (e.g., Angular, React, .NET Core)
Familiarity with database management systems and SQL
Understanding of software development lifecycle and agile methodologies
Experience with version control systems (e.g., Git) and CI/CD pipelines
Knowledge of cloud computing platforms and services (e.g., AWS, Azure)
Strong leadership and team management skills
Excellent problem-solving and analytical abilities
Effective communication skills, both written and verbal
Experience with performance tuning and optimization of complex applications
Ability to obtain and maintain a Public Trust clearance
Desired Skills and Competencies:
Experience working in government or military healthcare environments
Knowledge of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM)
Familiarity with containerization and microservices architectures
Experience with DevOps practices and tools
Understanding of cybersecurity principles and secure coding practices
Knowledge of data analytics and business intelligence tools
Experience with mobile application development
Familiarity with artificial intelligence and machine learning technologies
Understanding of accessibility standards and Section 508 compliance
Experience with legacy system modernization and integration
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
