The ideal candidate will possess deep knowledge of military healthcare processes and systems, coupled with strong technical expertise in application development and management. This role is crucial in bridging the gap between functional requirements and technical implementation, ensuring that MHS applications meet the complex needs of the Defense Health Agency.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Application Functional SME and Application Lead will be responsible for overseeing the functional and technical aspects of assigned MHS applications. Key responsibilities include:
Serve as the primary subject matter expert for specific MHS applications, providing functional and technical guidance.
Lead the translation of complex healthcare processes and requirements into practical application features and enhancements.
Oversee the design, development, testing, and deployment of application features and updates.
Collaborate with stakeholders to gather, analyze, and prioritize functional requirements for MHS applications.
Provide expert-level support for critical issues and participate in problem-solving sessions.
Develop and maintain functional and technical documentation for assigned applications.
Conduct training sessions and create user guides for end-users and support staff.
Lead and mentor development teams, ensuring adherence to best practices and coding standards.
Collaborate with cross-functional teams to ensure seamless integration of applications within the MHS ecosystem.
Evaluate emerging technologies and recommend innovative solutions to enhance application capabilities.
Ensure compliance with government regulations, security requirements, and healthcare industry standards.
Participate in strategic planning sessions to align application roadmaps with organizational goals.
Education and Experience:
Required:
Bachelor's degree in Computer Science, Healthcare Information Technology, or related field with 10-12 years of experience in healthcare IT and application management, or
Master's degree in a relevant field with 8-10 years of experience in healthcare IT and application management, or
PhD in a relevant field with 5-7 years of experience in healthcare IT and application management
Required Skills and Competencies:
Extensive knowledge of military healthcare processes, systems, and operations
Strong understanding of healthcare IT standards and regulations (e.g., HIPAA, HL7, FHIR)
Experience in software development lifecycle and agile methodologies
Proficiency in at least one programming language (e.g., Java, C#, Python)
Familiarity with database management systems and SQL
Strong analytical and problem-solving skills
Excellent communication skills, both written and verbal
Ability to lead and mentor technical teams
Experience in requirements gathering and analysis
Knowledge of system integration and interoperability concepts
Understanding of cybersecurity principles and practices in healthcare IT
Ability to obtain and maintain a Public Trust clearance
Desired Skills and Competencies:
Experience working with specific MHS applications (e.g., PCOS, CCQAS, DMHRSi)
Certifications in healthcare IT or project management (e.g., CPHIMS, PMP)
Knowledge of military medical operations and terminology
Experience with cloud computing platforms and services (e.g., AWS, Azure)
Familiarity with data analytics and business intelligence tools
Understanding of artificial intelligence and machine learning applications in healthcare
Experience with mobile health (mHealth) technologies and applications
Knowledge of telemedicine and remote patient monitoring systems
Familiarity with electronic health record (EHR) systems and interoperability standards
Experience in change management and organizational transformation in healthcare settings
