The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will have a strong background in software engineering, with expertise in multiple programming languages and frameworks. This role is crucial in designing, implementing, and optimizing complex healthcare applications that support military healthcare operations.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Senior Application Developer will be responsible for leading the development of sophisticated software solutions for MHS applications. Key responsibilities include: Design and develop high-quality, scalable, and secure software solutions for MHS applications. Lead and mentor junior developers, providing technical guidance and code reviews. Collaborate with cross-functional teams to gather and analyze complex requirements for new features and enhancements. Architect and implement robust application frameworks and reusable components. Optimize application performance and ensure adherence to best practices in software development. Implement and maintain RESTful APIs and integrate with various databases and third-party systems. Develop and execute unit tests, integration tests, and participate in code reviews to ensure code quality. Troubleshoot and resolve complex technical issues in production environments. Contribute to technical documentation, including design specifications and architectural documents. Evaluate and recommend new technologies and tools to improve development processes and application performance. Participate in agile ceremonies and collaborate with team members to deliver high-quality software solutions. Stay current with emerging technologies and industry best practices, applying them to MHS applications as appropriate. Education and Experience:
Required:
Bachelor's degree in Computer Science, Software Engineering, or related field with 8-10 years of experience in software development, or Master's degree in a relevant field with 6-8 years of experience in software development, or PhD in a relevant field with 3-5 years of experience in software development Required Skills and Competencies:
Strong proficiency in multiple programming languages (e.g., Java, C#, Python, JavaScript) Extensive experience with web development technologies and frameworks (e.g., Angular, React, .NET Core) In-depth knowledge of database design and optimization (SQL and NoSQL) Experience with cloud platforms and services (e.g., AWS, Azure) Proficiency in version control systems (e.g., Git) and CI/CD pipelines Strong understanding of software architecture principles and design patterns Experience with microservices architecture and containerization technologies (e.g., Docker, Kubernetes) Knowledge of agile development methodologies and project management tools Excellent problem-solving and analytical skills Strong leadership and mentoring abilities Excellent communication skills, both written and verbal Ability to obtain and maintain a Public Trust clearance Desired Skills and Competencies:
Experience working in government or military healthcare environments Knowledge of healthcare IT standards and regulations (e.g., HL7, FHIR, HIPAA) Familiarity with big data technologies and analytics platforms Experience with machine learning and AI integration in applications Knowledge of cybersecurity principles and secure coding practices Experience with performance tuning and optimization of large-scale applications Familiarity with test-driven development (TDD) and behavior-driven development (BDD) Understanding of DevOps practices and tools Experience with mobile application development Knowledge of accessibility standards and Section 508 compliance

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
