Arlluk Technology Solutions LLC, a Koniag Government Services subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. Arlluk Technology Solutions is seeking a Webmaster to manage and maintain web-based applications and portals for the Military Health System. The ideal candidate will have a strong background in web technologies, content management systems, and user experience design, with the ability to ensure the functionality, security, and accessibility of MHS web properties.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Webmaster will be responsible for the development, maintenance, and optimization of MHS web applications and portals. Key responsibilities include:
Manage and maintain MHS web applications, ensuring their functionality, performance, and security.
Design, develop, and implement new web features and enhancements using modern web technologies.
Manage content management systems (CMS) and train content creators on their use.
Ensure web applications comply with accessibility standards and Section 508 requirements.
Implement and maintain web security measures, including SSL certificates and security patches.
Optimize web applications for performance, including page load times and mobile responsiveness.
Collaborate with stakeholders to gather requirements and implement web-based solutions.
Monitor web analytics and provide insights to improve user experience and engagement.
Manage domain names, hosting environments, and server configurations for web applications.
Implement and maintain backup and disaster recovery procedures for web properties.
Stay current with web technologies and best practices, recommending improvements as appropriate.
Provide technical support and troubleshooting for web-related issues.
Education and Experience:
Required:
Bachelor's degree in Computer Science, Web Development, or related field with 5-7 years of experience in web development and management, or
Master's degree in a relevant field with 3-5 years of experience in web development and management, or
PhD with 0-2 years of experience in web development and management
Required Skills and Competencies:
Proficiency in HTML, CSS, and JavaScript
Experience with content management systems (e.g., WordPress, Drupal)
Knowledge of web design principles and user experience (UX) best practices
Familiarity with web development frameworks (e.g., React, Angular, Vue.js)
Understanding of responsive design and mobile-first approaches
Experience with version control systems (e.g., Git)
Knowledge of web security best practices and common vulnerabilities
Familiarity with SEO principles and web analytics tools
Basic understanding of server-side programming languages (e.g., PHP, Python, Node.js)
Experience with web hosting environments and server management
Strong problem-solving and analytical skills
•Ability to obtain and maintain a Public Trust clearance
Desired Skills and Competencies:
Experience working in government or military healthcare environments
Knowledge of healthcare IT systems and standards
Familiarity with accessibility guidelines and Section 508 compliance
Experience with e-commerce platforms and payment gateway integrations
Knowledge of database management systems (e.g., MySQL, PostgreSQL)
Familiarity with agile development methodologies
Experience with API integration and web services
Knowledge of graphic design tools (e.g., Adobe Creative Suite)
Understanding of load balancing and content delivery networks (CDNs)
Familiarity with containerization technologies (e.g., Docker) for web application deployment
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
