What You Will Do The Materials Science and Technology Division (MST) is looking for a dedicated professional to join our management team as Staff Operations Manager 3 (SOM 3). In this position, the successful candidate will become a valued member of MST and assist in meeting our mission to provide world-leading, innovative, and agile materials science and technology solutions for national security missions. The primary focus of this role will be to contribute to the success of our organization by overseeing the business and administrative functions at the group and division level, ensuring that the organization is operating efficiently while complying with applicable policies and practices of the Laboratory. To achieve this, the SOM 3 will serve as a key member of the MST Division management team and be responsible for planning, coordinating, and directing the successful execution of administrative, operational, and programmatic support activities.
Staff Operations Manager 3 ($101,700 - $168,200) Specific roles and responsibilities include: Serve as a key advisor to management on business, operational, and/or programmatic activities and initiatives. Participate in and/or lead strategic planning, strategic staffing, organizational operations, and administrative activities. Research, develop, provide recommendations, and implement systems, processes, policies, and procedures important to the Division. Partner with the ALD SOMs to ensure standard implementation of institutional and directorate level policies, plans, and business practices. Serve as a mentor to the administrative staff within the division, including the oversight of administrative and/or operational support and professional staff.

Expert-level experience in developing and implementing process improvements to meet high-level, complex operational and business needs. Excellent interpersonal skills; demonstrated ability to interact, build and maintain positive, effective relationships with all levels of staff and stakeholders, and demonstrated active listening abilities that enable effective problem solving and teaming. Excellent verbal and written communication skills, including expert skills and proven experience in the preparation of reports, matrices, presentations, drafting and implementation of new process and procedures, and preparing correspondence for executive level managers. Demonstrated experience running a high-level office to include email management, calendar management, action tracking, for executive level management. The ability to obtain a "Q" clearance which typically requires U.S. citizenship
Education and Experience : a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications :
Proficiency in multiple laboratory-wide business systems to include Oracle, Concur, iProcurement, ECHO Database, OBI Reports, Ariba, and computer software applications (e.g. Microsoft Office Suite). Experience in performance management process. Strong understanding of office space management and utilization. Advanced knowledge of laboratory requirements for document and records management. Advanced knowledge of the Laboratory's organizational structure, policy and procedure governance and implementation.
