DEFINITION Under the general direction of the Vice President of Human Resources, plan, organize, and direct operations and management of the Human Resources Department; serve as Title IX Coordinator and EEO Officer for the District; responsible for providing leadership and ensuring District compliance with all requirements under Title IX of the Educational Amendments Act of 1972, Title VII of the Civil Rights Act of 1964, California Code of Regulations Title 5, and other federal and state anti-discrimination laws, regulations, and requirements.

SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Vice President of Human Resources. Exercises direct supervision over professional, technical, and administrative support staff.

CLASS CHARACTERISTICS This is a management classification responsible for planning, organizing, coordinating, and directing staff, operations, and programs for the Human Resources Department. Positions at this level assume responsibility for administrative, long and short-term planning, and budgeting; in addition, they recommend and implement the programs, projects, goals, and policies and procedures of the functional area(s) to which they are assigned, ensuring alignment with the attraction, retention and academic success of students. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. Representative Duties

Direct the recruitment and selection process for all District classifications and ensure full compliance with both federal and state rules, regulations and guidelines. Provide consultation and training in Human Resources processes and procedures and provides management assistance and information to district departments and personnel. Serve as unit liaison to District Information Technology Services. Participate in the preparation of documents and reports to the Board of Trustees on personnel recommendations, including salary schedules, job descriptions, employment actions, and other related matters. Supervise the employment eligibility process including completion of background checks, I-9 employment eligibility, tuberculosis testing, and physical examinations. Develop, recommend and implement policies and procedures related to employment; prepare and maintain documentation of policies, procedures, laws, and regulations for the Human Resources Department. Assist in the development and administration of the Human Resources budget and expenditures. Participate in negotiations with classified and faculty bargaining units as needed. Assist administrators, faculty, and staff on personnel procedural matters related to collective bargaining agreements. Manage all aspects of personnel records administration for the District, including personnel files and electronic records. Participate in accreditation studies related to Human Resources; participate in strategic planning activities; implement special projects. Oversee Human Resources operations in the absence of the Vice President. Develop, recommend, and implement policies and procedures related to employment; Prepare and maintain documentation on policies, procedures, laws, and regulations. Participate in the development and implementation of Human Resources objectives, policies, and priorities to support the District's Educational Master Plan. Perform other duties as assigned. TITLE IX, EEO, COMPLIANCE Ensure the District's compliance with the Civil Rights Act of 1964 (Title VII), the Education Amendments of 1972 (Title IX), Clery Act (VAWA), Americans with Disabilities Act (ADA), California Code of Regulations Title 5, and all other relevant federal state, and local laws, statues, regulations, and District policies and procedures related to matters of unlawful discrimination, harassment, and sexual assault. Develop, implement, coordinate and conduct programs and initiatives designed to educate and to support faculty, staff, and students, regarding their rights and responsibilities in unlawful discrimination, sexual harassment, including reporting responsibilities, and support services and resources available. In collaboration with faculty, staff, and administrators provide leadership to plan and develop, and implement programs, activities, initiatives that support the District's commitment to a discrimination and harassment free environment. Provide leadership and promote collaboration on the development of procedures to effectively respond to Title IX issues; develop an investigation plan for Title IX complaints; ensure standards are established for prompt and equitable investigation in compliance the District and Title IX requirements. Objectively oversee and coordinate investigation of alleged complaints of unlawful discrimination, sexual harassment, and to ensure investigations are timely, thorough, and impartial. Lead and coordinate all Title IX training efforts, including reporting procedures, educational materials, training for administrators, faculty, and staff. Serve as the primary resource to District hiring committees on EEO and other compliance matters; Advise and train selection committees on requirements of Title V and other applicable regulations and laws. Effectively communicate with key stakeholders of the District and coordinate with law enforcement and other regulatory enforcement agencies as appropriate in the administration of the District's Title IX program. Monitor proposed and enacted changes related to Title IX, EEO and other anti-discriminatory state and federal laws, regulations and requirements, ensure District compliance with the changes, and educate stakeholders. Develop case management database to organize, manage, and track incidents of discrimination, prepare reports to District stakeholders of the findings, recommend and initiate appropriate proactive next steps if necessary. Perform other related duties as assigned. Requirements

Education and Experience: Education:

Any combination equivalent to a Bachelor's degree from an accredited college or university with major course work in human resources, law, personnel administration, business administration, public administration or in a field related to the major responsibilities of this position. Experience: Five years of related experience including two years of supervisory experience related to the duties and functions of the position description. Desirable Qualifications

A Master's degree in a related field. Licenses and Certifications:

None. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a vehicle and visit various District sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Knowledge and Abilities

QUALIFICATIONS Knowledge of:

Operation, services, and activities of a comprehensive human resource administration program. Title IX, EEO, workforce diversity, discrimination, harassment, and compliance. Salary and classification administration. Principles of supervision, training, and performance evaluation. Office procedures, methods, and equipment including computers and applicable software applications Principles of business letter writing and complex report preparation. California Education Code, federal and state laws and regulations; California government regulations that relate to the human resource functions, collective bargaining, and employee relations in a community college. Investigative process required in Title IX, harassment and/or discrimination complaints. Oral and written communication skills. Principles and practices of budget preparation and administration. Effective communication skills. Ability to: Design and deliver training programs to all constituents of the District. Work successfully with District faculty, staff and administrators. Direct the activities of and provide effective leadership for projects, programs, and activities that support the District's commitment to a discrimination and harassment free learning and work environment, and a safe climate for all college community members. Build partnerships and collaboration. Organize, assess, and manage projects effectively, efficiently, and timely. Maintain appropriate confidentiality, including maintenance of confidential records. Develop, coordinate, and implement recruitment programs that enhance faculty and staff diversity. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Prepare concise administrative and financial reports.
