I. DESCRIPTION OF SERVICES

We are seeking a Java Database Developer - Level III to join our dynamic team. The ideal candidate will be responsible for developing and maintaining database-driven Java applications, ensuring optimal functionality and efficiency. This role involves collaboration across teams, with a focus on delivering scalable, high-performance solutions.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the

stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Hands-on Strong experience in Java development, including extensive experience with J2EE, Servlet and related technologies. 8 Required Hands-on Strong development experience in implementing applications utilizing any J2EE Application Server, Java security authentication and authorization of servicce and user accounts 8 Required Hands-on Proficient in using Servlets, Spring and Spring Batch for web application development. 8 Required Experience in ad hoc data analysis and reporting. 4 Required Hands-on Strong experience in building and consuming Web Services (SOAP/REST). 4 Required Hands-on experience with CI/CD, GitLab, Maven & Jenkins. 4 Required Hands-on Experience in Full Stack Development and working with front-end technologies such as JavaScript and JSF and Prime Faces 7.0. 4 Required Hands-on Experience in design and development of XSD and schematron data validation rules 4 Required Hands-on Experience in at least one application server configurations (WildFly, Tomcat or WebLogic) 4 Required Expert level understanding of Mongo DB and Postgres databases, including writing complex queries, stored procedures, aggregate operations and performance tuning. 4 Required Experience in designing & optimizing database queries and procedures in Postgres and Mongo DB 8 Preferred Strong analytical and problem-solving skills 8 Preferred bility to work in a collaborative, fast-paced environment 2 Preferred Familiarity with Azure App Services & Cloud Services. 2 Preferred Familiarity with healthcare or State Department applications is a plus. III. TERMS OF SERVICE

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

501 W 51st, Austin, Texas 78751 . The working position is

Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE (Required)

Services are expected to start on or around December 30, 2024 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,824 hours for FY25. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

WORK HOURS AND LOCATION (Required)

) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 501 W 51st, Austin, Texas 78751.

Position will be remote. Program will allow candidates who are located within the United States.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
