and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
Texas Health and Human Services Commission
will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
This IS Manager III position will manage a complex web application firewall project. This project requires 8 or more years of advanced security project management experience, relies on extensive experience with web information systems, information systems controls, web application development, and sound judgment to plan critically think, and achieve goals. The project involves not only managing the staff, but up to three staff, including an Application/Software Developer. Also, two Network Security Analyst that can be selected after project scope and timelines are reviewed for appropriateness. This position has expectation when resources are limited the Manager handle those gaps that might require them to independently perform a variety of complicated Information Technology (IT) tasks, as such a wide degree of creativity and latitude is expected.
The Information Security Manager will handle the project budget and timeline using an enterprise portfolio project management software and coordinating with the Managed Services vendor to ensure that project implementation is on time, under budget, and within scope to accommodate the best value for Department of State Health Services (DSHS). The Information Security Manager must follow the Department of Information Resources (DIR) Project Management Framework, ensuring compliance within Health and Human Services and DSHS Security and Information Technology Standards.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:Candidates that do not meet or exceed the

Years Required/Preferred Experience 10 Required dvanced security project management experience, extensive experience with web information systems, information systems controls, web application development, and sound judgment to plan critically think, and achieve goals. 8 Required bility to effectively manage a large-scale project for the implementation of a complex web application firewall project with up to 100 applications. 8 Required Managing up to three staff augmentation contractors, including Two Network Security Analyst, and one Application/Software Developer or Cloud Security Analyst 8 Required Handle the project budget and timeline using an enterprise portfolio project management software and coordinating with the Managed Services vendor to ensure that project is on time, under budget, and within scope and best value for DSHS 8 Required Strong Knowledge and Familiarity using the Department of Information Resources (DIR) Project Management Framework, ensuring compliance within Health and Human Services and DSHS Security and Information Technology Standards. 8 Preferred Experience Designing, Building and Security Web Information Systems using WAF SaaS Application 5 Preferred Familiar managing when resources are limited able to handle gaps that might require them to independently perform a variety of complicated Information Technology (IT) tasks, as such a wide degree of creativity and latitude is expected. 3 Preferred Experience working with HHSC Security or Network Engineers at HHSCIII. hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Health and Human Services Commission . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at
701 West 51st, Austin, Texas 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission
will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Health and Human Services Commission .V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE (Required)
Services are expected to start on or around September 1, 2023 and are expected to completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 2,000 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION (Required)
) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be 701 West 51st, Austin, Texas 78751.
Position will be 3 days onsite (Mon, Wed & Thurs) and remote 2 days (Tues & Wed). Program prefers candidates who are local only.
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
