The City of Pasadena Public Health Department is currently seeking an enthusiastic and skilled Community Services Representative II in the Social and Mental Health Division's United Mental Health Promoter program. This position will conduct field outreach and engagement activities for people experiencing homelessness, provide referrals/linkages to a variety of critical services through internal programs or community partners, and provide education to community members, partners, and City staff.
IDEAL CANDIDATE
The ideal candidate is enthusiastic and passionate about working with the unhoused population and is knowledgeable about the various programs, systems, and services available in the community for people experiencing homelessness. The ideal candidate is also proactive, eager to learn, and able to apply both experience and learned skills to advance program goals and initiatives.
ABOUT THE DEPARTMENT
For over 130 years, the has been responsible for helping protect, maintain, and improve the health of the Pasadena community. The City of Pasadena is one of only three cities in the State of California that maintains its own independent local health jurisdiction with responsibility for a wide variety of services that support the three core functions of assessment, policy development, and assurance.

COMPETENCIES

Graduation from high school or GED equivalent and at least two years of experience providing community service, and knowledge of the local Pasadena community and resources; or an equivalent combination of training and experience.

The selection process may consist of a training and experience evaluation, panel interview, and department-level interviews.
VACANCY INFORMATION
There are currently six (6) full-time, limited-term vacancies in the Public Health Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. Candidates selected for this position are subject to a one-year probationary work period.
Special Requirements
Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
Must be available to work occasional evenings and weekends
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.

- Conduct field-based outreach and engagement activities to people experiencing homelessness in the community.
- In partnership with other members of the team, as well as other Social and Mental Health Division programs, assist participants in applying for and obtaining identification, public benefits, and services.
- Participate in health fairs, community events, and other outreach opportunities.
- Provide individual support and advocacy, including scheduling appointments on behalf of participants, accompanying participants to various appointments and completing linkage and referrals to housing, medical/dental/mental health/substance use treatment, case management, and other supportive services.
- Track referrals/linkages to ensure warm handoff and that participants remain engaged in services.
- Enter and maintain program participant and activity data.
- Provide community advocacy, including facilitating groups and trainings around community resiliency, mental health, and other related topics.
- Prepare and present written and oral reports to a variety of audiences, including people experiencing homelessness, community partners, and City staff.
- Establish and maintain cooperative and effective working relationships with staff, neighborhood and community groups, and service-providing agencies.
- Participate in efforts to develop skills and knowledge of residents, organizations, and businesses to reduce stigma around homelessness and mental health concerns.
- Assist with communication and public information efforts, such as social media content, flyers, and resource guides.
