SUMMARY
The CAD Specialist oversees the software, hardware, and technical infrastructure utilized by our AECC (Amarillo Emergency Communication Center - 911). This role involves the administration of the CAD system and entails collaborating with Dispatch personnel, medical, police, and fire agencies to ensure user satisfaction with the system's configuration and efficiency.

Primary work schedule is Monday - Friday, 8:00 am - 5:00 pm. May be required to work outside of business hours, as necessary. The employee works in a dynamic environment that requires being sensitive to change and responsive to changing goals, priorities, and needs.

SUMMARY

This role involves the administration of the CAD system and entails collaborating with Dispatch personnel, medical, police, and fire agencies to ensure user satisfaction with the system's configuration and efficiency.
ESSENTIAL RESPONSIBILITIES
- Administer, evaluate, and maintain CAD and associated system software, overseeing database management and upkeep.
- Proactively troubleshoot and resolve system issues, identifying potential problems, and recommending/implementing preventative measures. Address service calls (system problems/outages) during off-duty hours.
- Analyze system and user requirements, along with equipment needs. Develop system and user documentation, including policies, procedures, and training materials. Conduct user training sessions and presentations on system upgrades.
- Prepare and submit routine and specialized reports for management, ensuring the accuracy of CAD System databases.
- Collaborate with CAD-related vendors and agency personnel for major technical projects, managing expectations, and coordinating deliverables and services.
- Serves as contact point for dispatch, medical, police and fire agencies, addressing inquiries and configuring the system to meet user agency needs.
- Coordinates and perform software and operating system maintenance on CAD workstations, servers, related systems.
- Work closely with technical personnel and external vendors to maintain CAD-related systems.
- Participate in systems design specifications, including project scheduling and timelines.
- Cultivate and maintain cooperative relationships within and outside the center, representing City IT with external entities.
- Performs additional technology-related duties as needed or directed.
- Works with a high degree of initiative and independence, adhering to broad program guidelines and general supervision.
- Possess an in-depth working knowledge of Microsoft Windows and Windows Server, Microsoft SQL Server, and the Microsoft Office suite (Word, Excel, Access, PowerPoint, Outlook).
- Familiarity with Geographic Information Systems (GIS) concepts and ESRI-based software preferred.

- Demonstrate exceptional troubleshooting and problem-solving abilities, encompassing hardware, software, and basic networking.
- Utilize critical thinking and collaborative strategies to enhance services and address technical challenges.
- Exhibit outstanding customer service skills and exceptional verbal communication abilities to effectively engage with a diverse range of end-users, including colleagues, public officials, partnered agencies, vendors, and the public. Maintain a professional demeanor and adhere to proper etiquette.
- Display exceptional written communication skills, utilizing both technical and non-technical terminology proficiently. Capable of documenting processes effectively.
- Must be near or local to Amarillo TX, not remote.
- Associates degree in Computer Science, Information Systems Management, or related field required. Alternatively, an equivalent combination of education and experience, providing the applicant with the needed knowledge, skills and abilities required to succeed in the role will be considered.
- Possess a minimum of 3 years of progressive computer-related experience, including technical support within a multi-system environment.
- Prior experience in a Public Safety or local government environment is preferred.
- Due to the level of access to potentially sensitive information, successful completion of a criminal background check is required. Background check must confirm eligibility for Criminal Justice Information Services (CJIS) system access and CJIS eligibility must be maintained for the duration of employment.
- Must be able to participate in an after-hours on call rotation and work extended hours when necessary.
- Valid Texas Driver's License required.
