Position Overview:
ANSER is seeking a Science and Technology Program Analyst working onsite at the Mark Center in Alexandria, VA in support the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) and their oversight of the Chemical and Biological Defense Program (CBDP). In this role you will provide subject matter expertise to the ODASD(CBD) in the oversight of defensive science and technology (S&T) research for insertion into advanced development programs aimed at providing chemical and biological defensive (CBD) capabilities for the joint force.

Day to Day Responsibilities:
  • Provide analytical and support services to enable the effective and efficient oversight, coordination, review, and strategic planning of the CBD emerging S&T portfolio.
  • Analyze, plan, review, and critique the CBDP S&T investment portfolio.
  • Advise ODASD(CBD) on research, technology maturation, and analysis.
  • Design oversight initiatives to assess technical and programmatic alignment to strategic directions, measures and standards, reasonableness and soundness, and value. Prepare and present information papers, reports, and draft briefings to ODASD(CBD) leadership regarding the planning requirements, identified capability gaps, and research and technology development efforts related to DoD readiness and resiliency for chemical and biological threats.
  • Develop, monitor, and report oversight metrics enabling effective and timely OSD project reviews of technical performance and programmatics.
  • Propose resolutions to technology gaps and issues by developing a rational course of action for review and down-selection by cognizant-decision makers.
  • Analyze, assess, create, and integrate oversight of technology readiness assessments, technology transfer/transition plans, and S&T to advanced development program alignment.
  • Serve as the ODASD(CBD) action offer for the CBDP on working groups and committees within the CBDP S&T area.
  • Provide support in reviewing, analyzing, and critiquing the planning, programming, budgeting, and execution (PPBE) processes for the CBDP S&T portfolio.
  • Support Committee on Foreign Investment in the United States (CFIUS) reviews.
Required Qualifications:
  • Possess an active TS/SCI security clearance.
  • Bachelor's degree in a related field.
  • 10+ years of related work experience.
  • Experience managing or overseeing S&T programs within DoD or an interagency equivalent.
  • Experience with the oversight of acquisition programs within DoD or an interagency equivalent.
  • Familiar with current DoD Planning, Programming, Budgeting and Execution (PPBE) processes, budgetary principles, and their associated operational impact.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.
Desired Qualifications:
  • Educational background in the physical, biological, or life sciences.
  • Experience within the DoD Chemical and Biological Defense Program or within an interagency equivalent.
  • Experience working with the DoD Correspondence and Task Management System (CATMS).
