Hanover County is seeking an energetic, innovative, and team-oriented individual to serve as our Director of Finance and Management Services. This individual will be responsible for the overall financial management and planning of the County, helping to maintain the County’s exceptional financial position, ensuring accurate and prompt financial reporting and budget development, and serving as an advocate for the maintenance and implementation of best financial practices for our local government and community. As Director, you will lead a remarkable and capable team of professionals within three departmental divisions – Accounting, Budget, and Purchasing. Staff in all three divisions touch every department and organizational component within Hanover County! As a result, the Director will ensure that customer service, integrity, and accuracy are values, among others, that are displayed in all interactions with customers. Additionally, this position serves as a key advisor to the Deputy and County Administrator on various financial related matters and aids in the long-term planning for the County. General Description :

This is an executive level professional position. The incumbent is a Department Head and performs difficult and complex tasks to ensure sound financial management of the County.

Organization :

The Director of Finance reports to a Deputy County Administrator and oversees a staff of over 20 employees. The incumbent directly supervises Division Directors responsible for the Accounting Division, Budget Division and the Purchasing Division. Essential Functions : Manages the Department of Finance and Management Services’ budget development, budget control, staffing, staff development, employee relations and other human resources management activities. Establishes appropriate controls and systems and performs regular reviews to ensure compliance with financial policies and procedures. Oversees County and Schools accounting functions of payroll, accounts payable, general ledger and financial reporting, including financial statements. Oversees the formulation of the County’s operating and capital budgets, including the development of the proposed and adopted budget documents. Oversees the procurement of all goods and services for general government and schools to comply with statutory and competitive procurement requirements. Monitors, evaluates and reconciles County revenue sources, including development and maintenance of revenue assumptions, legal constraints and related methodologies. Manages debt strategies and performs needs assessments to develop long-term financial and capital plans. Analyzes the financial impact of the County’s long-term comprehensive development plans. Assists with the preparation of ordinances and resolutions related to fiscal and administrative functions of County government, including revenue rate changes. Provides Board agenda item review and concurrence for financial topics presented to the Board of Supervisors. Supports the Board of Supervisors Finance Committee, the Other Post-Employment Benefits (OPEB) Trust Board and the Deferred Compensation Committee. Provides fiscal/administrative guidance regarding compensation/benefits, including oversight of health insurance rate models. Provides financial leadership by providing administrative guidance to all departments. Performs related work as assigned. Working Conditions : A. Hazards: None known B. Environment: Office C. Knowledge of governmental accounting and financial controls is required. Must have good professional, administrative, and personal judgment. Must be able to formulate policies or other projects in written format and to make oral presentations. Requires computer literacy, preferably in operating systems - MS Office Excel, Word and PowerPoint. Must be able to establish and maintain successful working relationships with department heads, County staff, government officials, and the public. Education, Experience and Training:

Bachelor’s degree in accounting, finance or related field required (master’s degree in public administration or business administration preferred) with at least ten (10) years of progressively responsible related experience, including five (5) years in a supervisory or management position; Local government experience preferred; Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
