Responsibilities
The Contractor Administrator coordinates approximately 55 federally funded contracts on an annual basis for the Community Development and Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME Programs.
* Monitors contracts to ensure compliance with local, state, and federal requirements. * Ensures compliance with labor standards, ADA, lead paint hazards and conducts on-site inspections. * Compiles data for federal reporting. * Coordinates requests for proposal process. * Makes initial funding recommendations based on project eligibility and local community needs. * Conducts public meetings and trainings. * Coordinates funded project's budget/expenditures; planning procurement, take off, carry out and closeout activities and performs on-site inspections. * Coordinates annual Requests for Proposal process. * Performs extensive research to ensure project eligibility. * Conducts public meeting/training sessions. * Performs federal/HUD environmental reviews and counsels recipients on potential environmental issues. * Prepares annual environmental application for HUD office approval for funding on proposed projects. * Provides technical assistance, creates policies and procedures to ensure compliance and address issues of non-compliance. May be asked to perform other duties as assigned.

Qualifications
* Requires an Associate's Degree * Bachelor's Degree highly preferred * Three (3) years of work related experience * A combination of education and experience may be considered * A valid driver's license is required * Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
