About the Chief Digital and Artificial Intelligence Office
The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization, the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.
The Chief Information Officer (CIO) plays a critical role in supporting the Chief Digital and Artificial Intelligence Office (CDAO) by focusing on technology, data infrastructure, and IT strategies that align with the CDAO's mission. The IT Cybersecurity Specialist will develop cyberspace plans, strategies, and policies to support and align Mission Partner Environments (MPE) with organizational cyberspace missions and initiatives. The incumbent will develop an outline and technical reference architecture for integrating cyber-security into Mission Partner Environments (MPE) following the DevSecOps agile approach
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. This position sits in Washington, DC, and is open to federal civilians currently employed within the CDAO. The pay grade for this role is GG-2210-15.

Minimum Qualifications Demonstrated knowledge of and skill to apply Cybersecurity (CS), information technology, information infrastructures, information systems, and the oversight and management of the critical information infrastructure sufficient to ensure information superiority. Mastery of, and skill in applying, advanced IT/CS principles, concepts, methods, standards, and practices to develop and interpret CS policies, analyze procedures, and develop strategies governing the planning and delivery of services throughout the Department. Skill in applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on program status, and progress. Skill in written and oral communications, and ability to prepare and present complex subjects in logical, concise briefings, reports, information papers, and issue papers. 752 KSATs: Knowledge of current and emerging cyber technologies; Knowledge of emerging technologies that have potential for exploitation by adversaries; Knowledge of external organizations and academic institutions with cyber focus (e.g., cyber curriculum/training and Research & Development); Knowledge of applicable laws (e.g., Electronic Communications Privacy Act, Foreign Intelligence Surveillance Act, Protect America Act, search and seizure laws, civil liberties and privacy laws), statutes (e.g., in Titles 10, 18, 32, 50 in U.S. Code), Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to work performed; Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities; Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber issues; Knowledge of full spectrum cyber capabilities. Develop cyberspace plans, strategy, and policy to support and align Mission Partner Environments (MPE) with organizational cyberspace missions and initiatives. Develop an outline and technical reference architecture for integrating cyber-security into Mission Partner Environments (MPE) following the DevSecOps agile approach. Responsible for leading and coordination of the conducting comprehensive systems analysis of the management, operational, and technical security environment of the Mission Partner Environment (MPE) systems, environments and/or capabilities, focused on the identification of the risk posture, in both the Operational use case and the Enterprise data environment. Sets standards and quality levels for the evidential analysis of the data, architectures, communications, data flows, technologies, data protection requirements and the operation environments (example: infrastructure, people, and processes). Responsible for the leadership of the analysis of the threat environment, access vectors, and potential risks associated with Mission Partner Environments (MPE) and the mission execution and data integrity. Responsible for managing the efforts to implement a continuous assessing and monitoring model-based Cyber assurance program for CDAO Mission Partner Environments (MPE), to include, but not limited to the areas of emerging Cyber threats/intelligence, capabilities, and policy landscape; Cyber assurance & privacy; AI Cyber related threats and assessments; Proactive Defensive Cyber; and Assess & Authorize activities.
