About the Chief Digital and Artificial Intelligence Office

The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization, the CDAO! The CDAO enables the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.

Within CDAO, the Advanced Command and Control Accelerator (AC2A) is the DoD lead for Combined Joint All Domain Command and Control (CJADC2). AC2A supports the CDAO's Principal Staff Assistant role in the Governance and oversight of CJADC2, And the delivery of capability to the Joint Staff, Combatant Commands (CCMD), and the Services. AC2A executes against its governance responsibilities priorities via cadenced, senior-leader CJADC2 fora. To inform the delivery of data-driven mission command applications to the warfighter, AC2A conducts a series of iterative, digital experimentations, including the CDAO and Joint Staff co-hosted Global Information Dominance Experiment (GIDE) series. These experiments align data-centric tools with warfighter needs, enabling the scaled delivery of innovative concepts and technologies.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. This position sits onsite in Washington, DC. The pay grade for this role is GG-0343-15.

What you'll do here: The Deputy Director in Advanced Command and Control Accelerator (AC2A) works on the immediate staff of the AC2A Director. The incumbent is charged with supporting the Director in the development and execution of the directorate strategy and operating model, ensuring goals and objectives integrate CDAO and DoD-level management objectives for successful implementation. The AC2A portfolio encompassing technology issues pertaining to CJADC2 and advanced C2, strategic management and governance forums (e.g, CDAO Council), Global Information Dominance Experimentation (GIDE) series, and the delivery of CJACD2 capability to the DoD.

The Deputy Director serves as the lead on organizational strategy, personnel-related processes such as selecting, rewarding, rating, and disciplining subordinate Division-level managers. Sets priorities and plans schedules for completion of work and accepts, amends, or rejects the work. Exercises position management responsibilities and assures that the position structure is designed to ensure optimum efficiency. The incumbent will also assist in managing the Directorate's budget, including planning, development, and execution, in coordination with the Director and other stakeholders.

Qualifying Experience

Three years of specialized experience equivalent to the GG-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

Lead and manage a cross-functional team of professionals. Strong technical background in artificial intelligence, machine learning, data science, or a related field. Experience in managing budgets, including planning, development, and execution. Manage and oversee the daily operations of a Directorate (or equivalent), and provided expert advice regarding product management. Analyze and implement technical solutions to strategy formulation and operational concepts. Communicate complex information, both orally and in writing, to provide recommendations to Senior Leadership. Ability to obtain a Top-Secret security clearance. Bachelor's degree in a related field from an accredited college or university. A Master's degree is preferred. Duties:

Assists the Director in leading the development and analytical support of command decision support initiatives for Accelerating Command and Control capability in the Department of Defense and the Joint Force as well as several data integration and C2 architecture enhancement projects. Supports the Director in the development and execution of the directorate strategy and operating model, ensuring goals and objectives integrate CDAO and DoD-level management objectives for successful implementation. Assists a cross-functional team of military, civilian, and contract professionals in the development and delivery of advanced command and control enabled capability to Combatant Commands, the Joint Staff, and Service components. Assists in integrating warfighting priorities of the Secretary of Defense, Chairman of the Joint Chiefs of Staff, Combatant Commanders, and Service Chiefs with Joint Doctrine, problem statements, strategic issues, research and engineering lab programs, and commercial technology to rapidly develop and integrate transformative command and control warfighting capability. Work closely with AC2A Divisions (Mission Command Applications, Data Operations, and Experimentation (to include GIDE)), other CDAO Directorates and DoD Components to ensure seamless delivery of projects and products. Assists in personnel-related processes such as selecting, rewarding, rating, and disciplining subordinate Division-level managers. Sets priorities and plans schedules for completion of work and accepts, amends, or rejects the work. Exercises position management responsibilities and assures that the position structure is designed to ensure optimum efficiency. Assists in identifying and implementing process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls for the Directorate. Assists in assessing current levels of efficiency and effectiveness of programs/operations within the Directorate. Assists in managing the Directorate's budget, including planning, development, and execution, in coordination with the Director and other stakeholders. Engages with external stakeholders, such as clients or customers. Oversees the staffing of tasks and packages, ensuring they are properly reviewed and staffed before being sent to the Director or other stakeholders. Works with the Director to develop and implement strategies for staffing the Directorate, including recruitment, retention, and professional development of personnel. Requirements
