SENIOR TECHNICAL PROJECT MANAGER (AGILE) AND DHS ICE ACCOUNT LEAD

Indev is seeking a Senior Technical Project Manager to lead one of our federal projects supporting DHS Immigration and Customs Enforcement (ICE) in Washington D.C, and manage the overall ICE account. This role includes billable work, management of an account and support of business development activities. The ideal candidate has a technical background supporting either networking or cloud infrastructure initiatives, knows the ins and outs of Agile frameworks (namely Scrum and Kanban), has the ability to support a Product Owner in both the strategic and tactical sides of project management, is great at building relationships across teams and stakeholders, has deep experience leading and writing technical proposals, and brings small business experience. Candidate must live in the greater DMV area for occasional onsite government work and meetings. LOCATION Remote with occasional travel to client site in Washington D.C. YOUR FUTURE DUTIES AND RESPONSIBILITIES Provide Technical Project Management and Scrum Master support across the complete lifecycle of solution discovery and delivery for Agile teams supporting networking and cloud infrastructure initiatives. Technologies include TIC 3.0, API Discovery, API Gateway, Palo Alto, Bluecoat Proxy Filtering Retirement, Kion.io, and Box.com. Lead stakeholder collaboration sessions to understand goals, pain points, and needs and translate these into features areas and supporting requirements. Be responsible and accountable for operational and technical delivery across immigration sector customers. Lead immigration related sales pipeline development, capture activities, and technical solution development. Partner with Product Owners to assist with techniques for managing stakeholders, prioritizing and refining the Product Backlog, and writing clear and concise User Stories. Facilitate planning activities from the longer-term, strategic Roadmaps to the shorter-term, tactical Release Plans and Sprint Plans. Help establish and promote adherence to strong technical practices, release management standards, and Agile principles and practices. Ensure contractual deliverables – such as task schedules, roadmaps, communication plans, risk registers, and executive briefs – are delivered in a timely and high-quality manner. REQUIRED QUALIFICATIONS TO BE SUCCESSFUL IN THIS ROLE Bachelor’s Degree in Technology, Business, mathematics, computer science, information systems, or other related discipline from an accredited college, university, or academic institution in the United States. 10+ years’ managing Federal IT projects within an Agile environment. 10+ years’ of experience managing and executing Federal government cloud infrastructure or networking projects, with a deep understanding of regulatory compliance, security frameworks, and large-scale system integrations tailored to federal requirements. Existing and active DHS EOD/clearance (ICE preferred). Great at managing relationships, building teams, and driving collaboration across stakeholders and team members. Excellent oral and written communication skills, coupled with high interpersonal skills to build relationships across teams and stakeholders. Experience supporting the development of Product Owner artifacts, including Goals, Roadmaps, and a Product backlog. Ability to work across a variety of individuals, teams, and levels of seniority, whether it be supporting an individual team member with a challenge, helping a team with planning, or presenting to executives. Experience with all aspects of capture management, including developing and submitting winning proposals. Strong proposal development expertise with color reviews, developing win themes, discriminators, value propositions and embedding this in the finished proposal product. PMP or PMP-ACI preferred Additional Agile certifications a bonus (CSM, CSPO, or equivalents) Previous hands-on technical experience, specifically with networking both on premises and in the cloud and/or cloud infrastructure across the three major Cloud Service Providers CLEARANCE Must be a U.S. Citizen with an existing and active DHS EOD/clearance (ICE preferred). Training methods have evolved over the last couple decades and will continue to evolve with the millennial generation of learners demanding more impactful training. This paper cites experience gained by Indev in Air Traffic Controller Training in some of the Federal Aviation Administration (FAA’s) busiest Air Traffic Control facilities. This paper also discusses our innovative approach to training, with a focus on and retention and memory skills for high impact and consequent jobs like Air Traffic Control while prioritizing the unique needs of delivery to diverse customer bases in government.
