Program Analyst III Overview
R&P is seeking a motivated program analyst to join one of our prime contract teams providing support to a major PEO Ship program in Washington D.C. Candidate must possess competency in the areas of data management and analysis, project scheduling, problem solving, data modeling and simulation. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. Responsibilities
Support the following program/project areas: program management, acquisition, operations, and earned value management. Develop, implement, and supervise use of automation tools to identify problem areas, trends, relationships, and conflicts utilizing export data from scheduling programs. Provide Earned Value Management analysis. Identify ship production trends, provide forecasts, and provide status of ship production progress. Prepare program/project briefings, plans, concept papers, white papers, meeting minutes, action item reports, and other required program planning documentation. Work with vendors and government stakeholders to develop and review Integrated Master Schedules and align work package requirements. Perform operational, administrative, and executive functions for external/internal Project/Program Managers. Review contractual requirements and participate in defining project and/or program requirements. Prepare schedules for contract work and perform or assist in financial analysis. Perform risk assessments to identify and mitigate project/program cost and scheduling risks. Create queries and produce custom reports from databases. Develop documentation, reports, and project plans. Coordinate, facilitate and/or lead project/program meetings and events. Participate in the following meetings when required: Schedule and Risk Reviews, Work Management Meetings, Lessons Learned Meetings, Requirement Reviews, Peer Reviews, Test Readiness Reviews, and various Program Leadership meetings. Coordinate with waterfront teams, industry partners, ship's crew, fleet and government stakeholders in the development of test and trials schedules. Qualifications
Bachelor's degree plus at least 5 years of relevant work experience or High School diploma with minimum 10 years of relevant work experience Formal education in Industrial Engineering or Project Management preferred Proficient in MS Word, Power Point, Excel, Access, Project, and Visual Basic for Applications Demonstrated knowledge of Earned Value Management US Citizen Active Secret Clearance or ability to obtain one Ability to travel up to 10% to support customer requirements Excellent communication, organization, and interpersonal skills Ability to work independently and alongside others in a team setting Experience working with or for US Navy / Shipyard or NAVSEA preferred EEO Statement
