We are seeking a Human Resources (HR) Manager in San Jose, California, to join our team. As an HR Manager, you will be responsible for a variety of tasks ranging from recruitment and employee support to strategic planning and compliance.

Responsibilities:
• Oversee and manage the recruitment process, including interviewing and onboarding new staff members
• Provide necessary support, training, and supervision to the People & Culture Coordinator
• Drive the strategic functions of the organization by extracting and analyzing data to inform leaders and positively impact the workforce
• Monitor workforce productivity, retention, and engagement trends, implementing necessary interventions as needed
• Ensure the efficient processing of new staff background checks, and manage the fingerprinting process and reports
• Administer the employee onboarding process, including handling I-9s, W-4s, Information Sheets, and Benefit enrollment applications
• Serve as the in-house administrator for the agency’s Paycom HRIS system, maintaining all modules and ensuring data accuracy and integrity
• Collaborate on the design and execution of recruitment, onboarding, and retention strategies
• Stay updated on HR trends, best practices, and regulatory changes to ensure compliance with federal, state, and local employment laws
• Review benefits and employee assistance programs annually, and identify additional or supplemental benefits when needed
• Build relationships with unions and stewards, resolving grievances with a focus on long-term positive labor relations.• Demonstrated experience in Human Resources Management or a similar field
• Proficiency in Human Capital Management (HCM) software
• Demonstrated knowledge in Benefit Functions, including the design, evaluation, and implementation of benefits programs
• Strong understanding of Compliance and regulatory matters related to HR
• Excellent skills in Employee Relations, with the ability to manage diverse relationships and foster a positive working environment
• Extensive experience in HR Compliance, ensuring all HR policies and procedures align with legal and ethical standards
• Ability to develop and implement effective HR Policies that support the organization's goals
• Proven track record in designing and executing HR Strategy, aligning the HR functions with the overall business strategy
• Excellent interpersonal and communication skills
• Bachelor's degree in Human Resources or a similar field, or equivalent work experience
• Detail-oriented certification in HR (such as PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred.
