Summary

The Division Chief for Administrative Programs serves in the Office of Management Services and will be responsible for directing the FHWA nationwide administrative services programs. These programs include print management, express mail delivery, motor vehicle management, alternate duty location, and organizational changes.

Duties

As a Supervisory Program Analyst, you will:
  • Responsible for advising and assisting the Director of HAMS in directing, coordinating, controlling, and ensuring the efficient and effective delivery of business and operational support, administrative functions, and logistical activities essential to meeting the agency mission and strategic goals, and corporate management strategies, goals, and objectives.
  • Conducting management reviews to determine the efficiency and effectiveness with which programs and administrative operations are carried out in conjunction with agency mission and policies.
  • Advising Headquarters and field offices on division programs and coordinating responses to data calls from the Department.
  • Directing the nationwide administrative services programs. Providing leadership, oversight, and guidance to a staff of senior program and administrative management specialists responsible for delivering products and services to more than sixty FHWA offices across the United States and Puerto Rico.
  • Analyzing and studying the agency's policies and regulations under assigned areas and developing management initiatives for program improvement. Work includes long and short-range planning as it relates to staffing increases, reorganization and changes in mission. This includes identifying needs, analyzing alternative strategies for meeting those needs, and recommending appropriate methods of delivery.
  • Performing Contracting Officer's Representative duties; monitoring contractor performance, providing contractor technical clarity and direction, and monitoring government requirements.
THE IDEAL CANDIDATE:

The ideal candidate for this position has leadership experience, and expertise in one or more of the following areas: motor vehicle management, organizational changes, transit benefits, and alternate duty location programs.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience providing leadership and management of operations, administrative, financial, unit strategic planning and human resources functions.
  • Experience leading and/or managing a diverse workforce to support the mission of an organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  3. Decisiveness - Makes well-informed, effective, and timely decisions, even when data are limited or solutions produce unpleasant consequences; perceives the impact and implications of decisions.
  4. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  5. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
