Summary

As the Division Chief for Occupational Safety & Health and Real & Personal Property, the position is responsible for administering business operations and logistical support activities for the Office of Management Services (HAMS) within the Office of Administration (HAD) in Washington, D.C.

Duties

As a Supervisory Program Analyst, you will:
  • Be responsible for establishing and directing agency-wide policies and programs, providing strategic planning and guidance, and delivering support and technical expertise to FHWA Headquarters and field organizations in matters relating to space and facilities management, facility security, contract management and administration, support services, budget and finance, and occupational safety and health.
  • Advise and assist the Associate Administrator for Administration in directing, coordinating, controlling, and ensuring the efficient and effective delivery of business and financial management support, administrative functions, and logistical activities essential to meeting the HAD mission and strategic goals and the corporate management strategies, goals, and objectives.
  • Provide leadership, oversight, and guidance to a staff of financial, program, and administrative management specialists responsible for delivering products and services to more than 60 FHWA offices across the United States and Puerto Rico.
  • Plan, schedule, assign, and review subordinate work, providing training and development opportunities, ensuring work productivity and quality standards are met, conducting performance appraisals, and administering personnel actions, as needed.
  • Advise senior leadership on the impact of proposed policies and regulations and provide recommendations for implementation that mitigate risk and maximize the benefits to the agency.
  • Direct, administer and monitor a robust employee safety training program, ensuring employees receive safety training specific to their roles and missions, and emphasizing the importance of safety in the workplace.
  • Serve as FHWA's technical authority on facility management, including rent budgeting, space requirements development and analysis, space acquisition, layout review, project management and relocation coordination.
The ideal candidate for this position has experience in one or more of the following areas: business management, financial management, logistics (support services) management, human resources, professional development and training, or information technology.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience providing leadership and management of operations, administrative, financial, unit strategic planning and human resources functions.
  • Experience leading and/or managing a diverse workforce to support the mission of an organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Technical- Knowledge of a broad range of FHWA business, financial and administrative management.
  • Leadership-Demonstrated ability to lead a staff of personnel with diverse functions.
  • Communication-Ability to work effectively with organizations within FHWA and to communicate knowledge and information to a variety of audiences.
  • Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities.
  • Safety Engineering - Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
