The Position
There are currently two vacancies: One vacancy will support both the Planning/Building Department, and the Engineering Department. The second vacancy is in the Finance Department.
Both vacancies may be underfilled with a Management Analyst. The Management Analyst is a non-management, non-exempt position. The annual salary range for Management Analyst is $80,532.54 - $97,887.80.
Under general direction, the Senior Management Analyst position is a mid-management, at-will position that performs a broad range of complex administrative, analytical and technical duties requiring a complete knowledge of departmental policies and procedures related to functions such as research, grants, management audit and analysis, project analysis and monitoring, and personnel and risk management. This class is distinguished from that of Management Analyst by the complexity of analytical assignments, consequence of error, responsibility to obtain objectives, greater independence with which an incumbent is expected to operate and the direct supervision of administrative, technical and/or clerical staff.

Minimum Qualifications
Any combination of education and experience which demonstrates the ability to perform the duties of this classification is qualifying. An example would be:
EDUCATION: A Bachelor's degree in Public Administration, Business Administration, Economics or related field, and
EXPERIENCE: Four (4) years of progressively responsible and recent complex administrative, analytical and technical experience in public sector.
Education and qualifying work experience as described above may be substituted on a year-for-year basis.

- Compile and analyze data;
- Assist in the development of goals, objectives, policies and priorities for the organizational function to which assigned;
- Make recommendations on the formulation of policy and procedures, staffing and organizational requirements;
- Supervise surveys and perform research and statistical and financial analyses on complex administrative, fiscal, personnel and operational issues;
- Develop recommendations for solutions to administrative, management and operational problems;
- Coordinate and implement the installation of new and revised programs, systems, procedures and methods of operation;
- Develop, coordinate and monitor the departmental budget;
- Coordinate the research, development, review and preparation of grant applications and monitor existing programs for compliance with regulations;
- Coordinate, review, process and maintain records on departmental personnel transactions;
- Administer agreements with outside consultants or contractors;
- Consult with City personnel, consultants and governmental agencies to obtain or impart information;
- Participate in the coordination of activities with other City departments and divisions and with outside agencies;
- Write research reports containing descriptive, analytical and evaluative content, including the preparation of conclusions and forecasts based on data summaries and other findings;
- Represent the City in interdepartmental, community and professional meetings as required;
- Prepare City Council agenda statements, ordinances, resolutions and agreements;
- Make or assist in oral presentations relative to assigned duties;
