This position is located in the Division of Executive Budget and Finance (DEBF), State Controller's Office and is headquartered at the DOA Office Building at 101 E. Wilson Street, Madison, WI 53703. Based on current DEBF policy and the business needs within the unit, this position would work from their headquarter location at least two days per week with the possibility of working from home the remaining days.

Position Summary
This is an Advanced Accountant position that leads, in coordination with the Audit Services Section Chief, the review of state agencies' Schedule of Expenditures of Federal Awards (SEFA) submissions and assists in the compilation of the State's SEFA for the Legislative Audit Bureau's (LAB) Single Audit report and submission to the Federal Audit Clearinghouse.
The position will also lead the SCO compliance reviews of state agencies within the statutory authority of Chapter 16 Wisconsin Statute. These reviews can include operational and compliance and shall be performed in compliance with internal standards, including concepts from Generally Accepted Auditing Standards (GAAS) and Generally Accepted Government Auditing Standards (GAGAS).
This position is responsible for creating, preparing, and forecasting the cash flow of the General Fund. The forecast is used by credit rating companies to price the State's general obligation debt issuance and to determine whether the State needs to issue short-term operating notes. This position will prepare various quarterly letters which are presented to the State of Wisconsin Joint Finance Committee.
Lastly, this position leads a variety of annual and special projects, including the annual program revenue overdraft review, prompt payment analysis, and additional reviews requested by the State Controller or Deputy State Controller. Additionally, the position leads the State Single Audit and performs various special projects covering topics of statewide financial management importance.

Salary Information
This position is in schedule-range (07-02 - Advanced) with a salary between $84,406.40 and $95,992. In addition, up to $1.00 per hour CPA add-on may be available depending on qualifications. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications
Qualified candidates will have each of the following :
- Completed a four-year or advanced degree with a major in Accounting from an accredited college/university; or commensurate work or professional experience.
- Financial reporting experience related to GAAP, such as analyzing accounts, financial statement review, financial report reconciliation, and accounting information systems, etc.
- Reviewing policies and procedures related to financial or accounting processes (e.g., documenting, implementing, developing, or similar)
- Experience planning and performing formal audit testing of accounting information and internal controls (e.g., payables, receivables, journal entries, etc.)
In addition, a well-qualified applicant may have experience in :
- Implementation of new accounting standards, such as GASB or FASB standards
- Providing technical assistance to other accounting/fiscal staff in areas such as financial statement compilation, policy interpretation, and/or information systems
- Experience preparing or reviewing Single Audit Reports
