The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is seeking a dynamic and creative leader to fulfill the key role of Chief Human Resources Officer. This position will be responsible for building human resource functions from the ground up and supporting the Interim CEO during the startup phase of this new regional governmental agency. Under the leadership of the CEO, this position will be responsible for all major human resource functions and daily operations. This includes, but is not limited to, employee recruitment and hiring processes, payroll processing and benefits administration, federal, state and local employment law and regulatory compliance, and labor and employee relations. A Successful First Year Includes Successful creation of the agencys initial core organizational roles and responsibilities and supporting job descriptions Manage the creation of organizational compensation and benefits strategies Lead the successful hiring process for core organizational roles Essential Job Functions: HR Strategy & Leadership Develop and execute a comprehensive HR strategy aligned with the LACAHSAs goals and growth plans. Partner with the CEO and leadership team to align business objectives with people priorities. Build and foster a positive, inclusive, and high-performance company culture. HR Systems & Infrastructure Design, implement, and optimize HR processes for recruiting, onboarding, performance management, compensation, benefits administration, and employee engagement. Evaluate, select, and implement HR technology systems (HRIS, ATS, etc.) to streamline operations and improve efficiency. Ensure all HR systems are scalable and adaptable to future growth. Talent Acquisition & Development Lead the development of a robust talent acquisition strategy to attract and retain top-tier talent. Oversee end-to-end recruitment processes, including creation of job descriptions, sourcing, interviewing, and hiring. Implement onboarding programs to ensure smooth integration of new hires into the organization. Develop career progression frameworks, training initiatives, and performance management systems to support employee growth. Employee Relations Oversee employee grievance administration, investigations, and dispute resolution. Serve as a trusted advisor to leadership and employees on HR matters, including conflict resolution and employee relations. Create and implement programs that enhance employee engagement, satisfaction, and retention. Establish HR policies, handbooks, and processes in compliance with applicable laws and best practices. Payroll & Benefits Administration Develop and oversee competitive compensation and benefits programs. Establish systems and processes to ensure timely and accurate payroll. Design and implement employee benefits programs (health, dental, vision, life insurance, retirement plans, etc.). Manage vendor relationships with benefits providers to ensure high-quality service. Facilitate annual benefits enrollment and open enrollment processes. Ensure compliance with federal and state laws, such as COBRA, FMLA, and ACA regulations. Oversee leave programs, including paid time off, parental leave, and medical leave. Compliance Advise on regulatory notice posting requirements regarding employment related laws Ensure compliance with labor laws and other State and Federal laws related to human resources functions Qualifications Minimum 10 years in progressive Human Resources leadership roles experience required. Demonstrated experience in building HR functions, systems, and processes from the ground up required. Demonstrated experience in talent acquisition, payroll administration, or benefits administration, preferably in a governmental or nonprofit organization, required. Bachelors degree from an accredited college or university with coursework in human resource management, business or public administration, risk management, or a related field preferred. o PHR and/or SHRM-CP certifications a plus Key Knowledge, Skills, and Abilities High comfort level with working in a start-up type environment Ability to effectively handle and manage confidential and sensitive information Strong written, verbal, presentation and communication skills Ability to communicate clearly, think critically and strategically Ability to adapt rapidly in response to changing information or funding needs Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a startup environment Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgment
