Labor Estimator II with Mechanical Emphasis

The Labor Estimator II receives work specifications and uses them to determine the trades and manning needed to accomplish work requirements.

ESSENTIAL FUNCTIONS / DUTIES

  • Communicates with customers to obtain information pertinent to customers request for quote.
  • Reviews RFP's, work specifications, drawings, blueprints and materials list to identify trades, potential sub-contractors and man hours needed to accomplish work requirements.
  • Confers with Materials Planners to obtain product or service information, such as price, availability, and delivery schedule.
  • Prepare cost proposals and estimates to include reports to production that provide production labor estimates, material estimates, sub estimates and production man-hours to the trade level.
  • Maintain up to date contract files; contract close-outs; assist with documenting processes; work as part of team with production and accounting.
  • Interact with SCW&M managers routinely to provide contractual input.
  • Maintain frequent communication with customer contracting officers including ship repair prime contractors - ensure all customer RFP's are accommodated.
  • Maintains records for use in post award action by Accounting, Buyers & Production.
  • Conducts ship checks to ensure scope of work is being properly estimated.
  • Considered to be a subject matter leader in a minimum of (2-3) of the following ship repair contractual disciplines; Structural, Sheet-metal, Machinery, Electrical, Decking, Paint, Pipe, Rigging, Scaffolding, Lagging/Insulation, Habitability.
PHYSICAL DEMANDS

The Labor Estimator II must be able to meet and successfully perform the essential functions of this job. The following physical demands are representative to the position.

Labor Estimators use a variety of body positions on the job including standing or sitting for long periods of time. In addition, Cost Estimators may crouch, kneel, bend or stoop when completing daily tasks and may be required to move around the facility.

Additional demands are listed below:
  • Able to lift, carry, and or push up to 25 - 50 lbs.
  • May be required to perform site visits in order to better determine scope of work, in which case the Cost Estimator should be able to climb ladders and kneel down, bend or stoop for short periods of time to access/depart from various spaces on board vessels.

KNOWLEDGE / SKILLS
  • Advanced experience with Microsoft Office Suite (Word, Excel, & Outlook).
  • Advanced knowledge of NAVSEA Standard Items.
  • Advanced Knowledge of shipyard trades and practices.
  • Advanced Knowledge of commonly used ship building/ship repair trades & practices.
  • Must be detail oriented.
  • Able to perform advanced mathematic equations.
  • Must adhere to a promote ALL company safety policies and promote a clean and safe work environment.

SUPERVISORY RESPONSIBILTY

Labor Estimator II position has no supervisory responsibilities.

POSITION TYPE / HOURS OF WORK

This is a full-time position, 40 hours per week. Schedule is Monday- Friday, 6:00 a.m. to 2:30 p.m. Occasional overtime and weekend work may be required based on production needs.

REQUIRED EDUCATION AND EXPERIENCE
  • Must have high school diploma.
  • Some college coursework is desirable
  • Must have a minimum of 5-7 years of ship repair experience and qualifications.
  • Must be able to speak and understand Basic English

WORK AUTHORIZATION CLEARANCE

For E-verify and contract security purposes (including ship access lists), all employees MUST present a valid export document. Acceptable documents are U.S. Birth Certificate, Certificate of Naturalization, Passport, Passport Card and Permanent Resident Card.
