BRIEF POSITION SUMMARY
Performs complex (journey-level) staff services work for the Office of State Administration (OSA). Work involves planning, coordinating, and performing various staff service functions including disaster coordination, grant coordination, and administrative support. Reports to the Chief Fiscal Officer and works under general supervision and with moderate latitude for the use of initiative and independent judgment.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Disaster
- Coordinate, review, evaluate, and report declared disaster expenses to the Federal Emergency Management Agency (FEMA) and the Texas Division of Emergency Management (TDEM)
- Track, monitor, and report each stage of the disaster and reimbursement process
- Attend weekly meetings related to disasters
- Submit applications for each declared disaster to begin the process for reimbursement
- Work internally with National Guard members to reconcile disaster expenses
- Serve as the primary liaison for all declared disasters with the state agency
- Monitor, evaluate, and report violations of the rules and regulations
- Attend regular meetings, respond to information requests, and resolve issues between state and National Guard in a temporary state status for disasters
- Coordinate the review and analysis of project costs and prepare budget justifications and budget revisions for awarded grants
- Ensure a grantee's compliance with the conditions of grants by overseeing agreements, contracts, expenses, activities, and federal and state regulations
- Serve as the primary liaison for all State grant projects submitted on behalf of TMD by attending meetings, submitting requests in the grants portal, and completing all necessary reconciliations required
- Monitors the implementation, management, evaluation, and close-out of grants according to rules and regulations
- Provide executive-level administrative support to the Chief Financial Officer and executive staff, as needed
- Provides backup support for office management and other administrative support duties
- Schedule meetings and appointments for OSA executive management
- Reserve and coordinate conference space and calendars for senior leaders
- During the legislative session, coordinate the compilation of documents required for hearings and/or management responses to requests for information
- Plan and coordinate various office functions and activities as assigned
- Anticipate work-related needs of executive management and coordinate efforts to ensure smooth implementation
- May assist with answering inquiries from vendors, contractors or other out-of-agency personnel regarding departmental financial transactions
- Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends
- May provide guidance to others
- Perform related work as assigned
MINIMUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required (see substitution).
- Graduation from an accredited four-year college or university with major coursework in fiscal management, public or business administration, or a related field is preferred.
- Three years' experience in office management, business administration, staff support, and/or fiscal management activities is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
- Additional years of work experience in office management, business administration, staff support, and/or fiscal management activities may substitute for required education on a year per year basis up to four years.
- Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.
- Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
